Under the general guidance of the supervisor, and in close coordination with the NEZ Child Protection section in Bossaso, the Child Protection Officer is accountable for technical support and assistance in the design, formulation, management, execution, monitoring and evaluation of child protection in the areas of GBV and Violence against children and young people with specific intervention targeting vulnerable and most at risk children and adolescent including IDPs.

The successful candidate will be offered a Fixed Term Appointment for one year. Further extensions will be based on organizational needs, availability of funds and satisfactory performance.
Major duties and responsibilities:
1) Programme design, management and technical support Provide technical support and assistance in the development, management and facilitation of the implementation of the work plan activities in the GBV and violence against children. More specifically the incumbent will be responsible for; i. Activities relating to empowering vulnerable and most at risk adolescent boys and girls in targeted locations including IDPs, and to respond to protection threats.
ii. Activities relating to improving access to service of survivors of GBV and other forms of violence in targeted location.
iii. Manages the process of financial and narrative reporting and accountability of partners and the identification and use of appropriate funds at the zonal level 2) Capacity building support and GBV/violence against children
i. Facilitate delivery of training and capacity building activities in the identified areas of responsibilities for partner, community-based partners and networks. 3) Coordination and collaboration with the government and partners on GBV/ violence against children
i. Facilitate effective coordination within UNICEF sectoral programmes, government counterparts and other partners in the development, management and strategic use in the identified technical areas of responsibility.
ii. Liaise and coordinates with government counterparts and other relevant partners in the development and implementation of community based activities for survival of GBV and/ or other forms of violence and development and implementation of programmes targeting vulnerable and most at risk adolescent including those from IDPs.
4) Monitoring and evaluation on GBV/Violence against children
i. Monitors and evaluates project activities on the basis of the annual work-plan and frequent visits to project sites to ensure greater accountability in the use of resources, greater focus on results and promotion of institutional learning & knowledge. Make corrective actions, when necessary, to meet project objectives and priorities. ii. Prepares monitoring reports in accordance with the established guidelines, methods and procedures. Provides technical advice to partners, government officials and other counterparts on community-based child protection to ensure better coordination, more focus on results and improvement of deliverables iii. Disseminates findings, and ensures exchanges and sharing of experience, lessons learned, best practices, and new methods to government officials, programme staff, and other UNICEF partners.
Qualifications, Experience and competencies
University degree in the social, behavioral sciences or in related technical field; At least one year experience at professional level managing and implementing projects in the areas child protection preferably for a UN or international organization; Fluency in English and Somali language (written and oral) is required; Good computer skills, negotiation and training ability; Ability to organize and prioritize work; Ability to communicate with tact; Ability to work independently and accurately; and Demonstrated ability to work in a multi-cultural environment, and establish harmonious and effective working relationships both within and outside the organization.
