Background
The European Commission/United Nations Office on Drugs and Crime Programme ‘Support To The Trial And Related Treatment Of Piracy Suspects’ aims to develop the capacity of Kenya and other countries in the region to prosecute pirates arrested by their own law enforcement authorities or transferred from the authorities of other states. The project is a response to the increase in piracy incidents in the Horn of Africa and off the coast of East Africa.
UN Security Council (SC) Resolution 1816 (2008) allows foreign ships to take actions within the territorial waters of Somalia to repress piracy and armed robbery against ships, in a manner consistent with such action permitted on the high seas with respect to piracy under relevant international law. This Resolution and those that have followed it, including UNSCR 1851 which calls on UNODC to assist with regional prosecutions, work in conjunction with long established powers under both the Law of the Sea Convention and customary international law. They have led to a significant number of arrests of suspected pirates, by both coastal states in the region and by warships from states beyond the region, notably the EU. For legal, logistical and cultural reasons the preference of most states is for suspected pirates to be tried in the region and the EC/UNODC programme aims to improve the capacity of states that are willing and able to prosecute to do so.
Duties and Responsibilities
The Interpreter will be required to carry out short term assignments on request from UNODC. The assignments will be in Victoria, Seychelles and Port Louis, Mauritius, in order to provide interpretation services for police, prosecution, courts and prisons in support to the trial and related treatment of piracy suspects. The Interpreter may also be required to provide interpretation services for staff of the UNODC Counter Piracy Programme involved in counter piracy activities.
Specific tasks to be performed by the consultant
The consultant may be required to carry out the following tasks:
• Interpret during court hearings for piracy cases. • Interpret for police, prosecution and prisons in their dealings with suspected or convicted pirates. • Interpret for UNODC CPP staff as requested. • The consultant will work under UNODC supervision, reporting to the local UNODC Programme Management Officer; regular liaison with the Prosecutions Advisor in Nairobi is required.
Expected tangible and measurable outputs:
• Interpretation/translation services are provided on request.
The Interpreter will be required to work for short assignments on request in the listed duty stations for up to 50 working days.

• Ability to work to meet tight schedules under stressful environment and multi cultural context. • Ability to work in demanding physical and cultural context with government partners, under challenging physical conditions and poor national infrastructure. • Highly motivated with a positive attitude and pro-active problem-solving approach. • Focuses on result for the client and responds positively to feedback • Ability to interpret, analyze and resolve problems • Working knowledge of computer use. • Familiarity with procedures, reporting requirements and ethical practices of the UN system.
Education/Experience/Language
• Master’s degree in any relevant subject eg: law, social sciences, education with relevant experience (additional years of relevant work experience, preferably in combination with a relevant bachelor’s degree, may substitute for the requirement for a master’s degree); • Experience providing Interpretation/Translation services; • Must be of upstanding reputation and without a criminal record. • Fluency in the languages required for the assignment (English and Somali);
