Job Background/Summary:
Health and HIV programming are among the largest programmatic areas within Catholic Relief Services (CRS). In fiscal year 2009, CRS supported nearly $300 million in programming in health and HIV. CRS work in this area is active to various degrees throughout Africa, Asia, and Latin America and is funded via various mechanisms including the President’s Emergency Plan for AIDS Relief (PEFPAR), USAID, the Global Fund for AIDS, Tuberculosis, and Malaria, the World Health Organization, private foundations, and various other donors.
The primary responsibility The Senior Technical Advisor is providing management oversight and expert technical guidance to the design, monitoring and implementation of the Core Group Polio Project (CGPP) activities globally. As the primary technical authority for CGPP implementation, the Senior Technical Advisor will provide leadership, guidance and capacity-building oversight to the polio eradication secretariat staff in all countries. These responsibilities will include:
a) in-service training, b) coaching, c) mentoring, d) approving work plans and e) conducting annual performance evaluations. The Senior Technical Advisor will provide leadership and guidance to all efforts to monitor project progress and demonstrate project impact through both ongoing and periodic assessments and through any operations research and documentation efforts.
The Senior Technical Advisor will also provide technical assistance directly and indirectly to partner PVOs in polio eradication programming through: a) visiting field programs, b) participating in development of annual budgets and workplans, c) facilitating and guiding evidence-based strategic planning, and d) facilitating development and dissemination of technical and academic publications.
Key Responsibilities:
The Senior Technical Advisor will be responsible for the following:
A. In support of the CGPP program in India, Angola, South Sudan and Ethiopia:
Ensure that interventions are evidence-based and epidemiologically sound; support approved project objectives; and represent the highest possible technical quality.
Working closely with the Secretariat staff in each country, coordinate the secretariat staff’s contribution to the design and interpretation of the final evaluation in order to generate conclusions about the project’s contribution to polio eradication.
Provide support to the Senior Program Officer (at CARE), the country Secretariat Directors and Secretariat staff, including capacity-building for technical and management oversight to for FY12 activities.
Working closely with the Secretariat staff in each country, guide the interpretation and dissemination of FY11 monitoring and evaluation results to generate program-specific, country-specific recommendations for technical directions and program quality assurance for FY12.
Support the Secretariat Directors and staff in conducting appropriate training with community-level workers and volunteers covering basic polio eradication and childhood immunization, as well as techniques of effective behavior change communication training, and CGPP MIS as implemented in each country.
Support the CGPP-South Sudan Secretariat in developing volunteer training materials, staff training program, behavior change materials and baseline.
B. In support of CGPP global operations:
With the Project Director, establish the strategic direction and priorities of the CGPP globally based on the current epidemiology, policy, project progress, and available funding, in conjunction with other CGPP headquarters staff.
Lead the design and implementation of the project’s final evaluation.
Support the development, with field staff and/or consultants, of at least two articles based on FY10 midterm evaluations, ongoing project monitoring data and secondary data sources for submission to peer-reviewed journals and/or for presentation at a national or international conference.
Contribute to other project reports for donor use, internal project use, and for dissemination of technical information, project innovations and lessons learned.
Attend professional conferences; maintain active dialogue with technical experts, decision-makers and stakeholders at the country and global level, and maintain current knowledge of best practices, epidemiological status of the poliovirus, and academic and policy developments.
Participate in fund-raising activities to continue CGPP activities, as requested.
Provide input to performance evaluation of CARE-based Senior Program Officer.

Supervisory Responsibilities: None.
Qualifications:
- DrPH, PhD, MD, Pediatrician preferred, or Masters degree and equivalent experience, in epidemiology or related field.
- Minimum 7-10 years of progressive responsibility immunization and child health programming, of which at least 7 years experience is in relief or development programs
- Minimum 5 years epidemiology, monitoring and evaluation and documentation experience.
- Strong analytical, written and oral communication skills.
- Excellent report writing and communication skills.
- Ability to work with a diverse team and in different cultural settings.
- Experience working in the health sector in resource limited settings including living in Sub-Saharan Africa.
- In-depth understanding of hospital operations is required.
- Strong organizational, analytical and information management skills.
- Excellent written and oral communication skills.
- Strong technical capacity in all aspects of HSS.
- Ability to represent CRS’ organizational principles, including respect for and willingness to work within the CRS HIV/AIDS policy and Catholic Social Teaching.
- Proficiency in French is a definite advantage.
- Willingness to travel at least 30% of time.
