The Organization: The International Finance Corporation (IFC), the private sector investment arm of the World Bank Group, pursues its mission of reducing poverty and improving people’s lives by promoting private sector development through investment and advisory services. IFC Advisory is structured into four business lines, each managed by a Regional Business Line Leader. IFC's Sustainable Business Advisory (SBA) Business Line works with firms in manufacturing, agribusiness, services, and infrastructure to contribute to the creation of inclusive, environmentally sustainable, and efficient markets in three strategic areas of focus: (i) engaging the private sector in climate change mitigation and resilience, (ii) scaling business models to extend access to basic infrastructure services, and (iii) increasing market access for firms in emerging markets. In East Asia Pacific (EAP), IFC is further enhancing its regional advisory services in the areas of resource efficiency and waste management. As a result, IFC is looking to recruit an experienced Senior Operations Officer to help develop and support related programs. The Program: The Resource Efficiency and Waste Management Program (“Program”) seeks to help companies increase productivity through more efficient use of inputs such as energy, water and raw materials and achieve a positive environmental impact by reducing GHG emissions, and waste discharges. Where wastes cannot be avoided, it promotes waste reduction, recycle, and reuse. The Program combines the provision of cleaner production and waste audits with financing to initiate the capital investments necessary to realize identified cost savings. The audits assess manufacturing operations to identify practical, cost-saving improvements in energy, water, and raw material use, and waste recycling/reuse potential. The Program will initially focus on projects in Vietnam and Indonesia followed by other EAP countries deemed to be most attractive for IFC resource efficiency/waste management investments. Reporting Lines: This position reports to the Principal Operations Officer–Climate Change (based in Beijing) with a second reporting line to the Regional Manager for the Mekong. Duties and Accountabilities: | |
Scope of Work (including specific duties and accountabilities): The Senior Operations Officer will lead the scoping, design and implementation of regional/country advisory programs on resource efficiency/waste management in close collaboration with investment officers to support the EAP Climate Change agenda. S/he will take primary responsibility for delivering resource efficiency/waste management assessments and consultancy services to IFC clients and partners. This advice may relate to changes in management practices through complex technology or process upgrades that better utilize resources and reduce pollution to the environment. In addition, the Operations Officer will direct external resource efficiency/waste management consultants to ensure quality service. Specific duties and accountabilities include, but are not limited to: • Analyze and recommend the most attractive opportunities on firm and sector/market level for promoting resource efficiency aligned with IFC investment priorities in EAP. • Adjust model documents related to client engagement (engagement letter, project service agreement, monitoring forms etc) to local conditions taking into consideration legal/accounting requirements from clients. • Identify local and international stakeholders with whom IFC can potentially partner for successful implementation of resource efficiency/waste management initiatives. • Assess capability of local consultants to conduct resource efficiency and/or waste audits and identify pool of consultants for initial diagnostics and in-depth field assessments. • Identify opportunities to expand IFC’s engagements and expertise in the field of waste prevention, waste reduction, and waste recycling/reuse. • Assist in developing proposals for donor support for specific country-level initiatives as required; ensure program design exemplifies global best practices and learning. • Implement resource efficiency/cleaner production advisory engagements by: - Defining project scope, budget, and schedule for required program support; - Tracking program performance indicators against the monitoring and evaluation plan and refocusing activities as required to meet program targets; and - Present results of engagements to IFC clients and other partners. • Support IFC investment teams in business development efforts for clients with strong resource efficiency/waste management potential. • Direct external consultants to conduct sectoral studies on resource-efficiency opportunities, including benchmarking for selected industrial sectors. • Assist in communications and reporting as required by IFC and donor partners. • Conduct research/policy analysis to promote resource efficiency and integrated waste management market development in EAP. • Represent the Program to stakeholders at multiple levels (e.g., industry seminars). • Maintain contacts and develop credible relationships with relevant stakeholders. • Contribute to corporate knowledge base by systematically consolidating and analyzing lessons learned from implementation experience and share with IFC colleagues; ensure connectivity with the IFC global product team and other IFC/World Bank programs. | |
Selection Criteria: | |
• Master’s or equivalent professional degree in engineering, economics, finance or other relevant discipline required; • At least 10 years of relevant work experience in the field of industrial resource efficiency/waste management. • Track record in implementing resource efficiency/cleaner production and waste management projects, especially those leading to investments; • Experience managing consultants and interacting with technology vendors; • Proven ability to conceptualize, design and implement major projects and to produce comprehensive reports or studies; • Strong analytical skills, ability to think strategically and rapidly analyze diverse information; • Strong leadership, organizational, and communications skills; ability to communicate ideas clearly and confidently, articulate issues and recommend solutions. Strong presentation and written communication skills; • Ability to engage with various stakeholders, effective influencing skills and demonstrated diplomacy; • Relevant experience working in the East Asia Pacific region is desirable; • Fluency in English required; knowledge of other Asian languages a plus. | |
