Org. Setting and Reporting

The post is located in the Office of the Director (OD), Coordination and Response Division (CRD), OCHA New York and reports to the Director, CRD (designated OCHA’s Security Focal Point) / Deputy Director, CRD.

Responsibilities

In close collaboration with counterparts in the Department of Safety and Security (DSS), the incumbent will serve as Senior Security Advisor to the Director, CRD (designated OCHA's Security Focal Point) with regard to the safety, security and well-being of OCHA’s staff members and their dependants. -Liaises closely with DSS, advises the Heads of OCHA Regional/Country Offices with regard to security plans and their implementation, and ensures that the personnel, administration and budget within the respective Cost Plans supports the requirements. -Provides advice to the Heads of OCHA Regional/Country Offices and the Administrative Officers as appropriate. -Fosters and maintains liaison with counterparts in DSS, specialized agencies, Programmes and Funds, international organizations, relevant government agencies, embassies and NGOs; -Ensures that the CRD Director and Heads of OCHA Regional/Country Offices are kept regularly updated in a timely manner on security developments and that any required reporting is done; participates in investigations into the death of a staff member/family member under suspicious or unclear circumstances. -Provides advice to OCHA Regional/Country Offices on the risk assessment process, with particular emphasis on ensuring that risk management methodology is fully integrated with programming and operations, including the implementation of risk mitigation measures. -Provides advice on the collection, interpretation and analysis of security information, as it pertains to the security of OCHA staff and operations, including identification of problems and emerging trends and the establishment of country-specific early-warning systems. -Undertakes missions to OCHA Regional/Country Offices in order to provide advice on premises and residence-related assessments and measures, including developing and implementing the Minimum Operating Residential Security Standard (MORSS) and promoting understanding and support for security requirements, standards and procedures. -Provides advice to OCHA Regional/Country Offices on adherence to security policies and procedures including preparation, maintenance and updating of country-specific security and contingency plans. -Supervises compliance and implementation of the Minimum Operating Security Standard (MOSS) standards by OCHA. -Provides advice on establishment of 24-hour response mechanisms to security-related incidents involving OCHA staff and on establishment/maintenance of fully functional emergency communications system. -In close collaboration with the Administrative Office and the Heads of OCHA Regional/Country Offices, ensures that all OCHA staff members and their dependants receive local security training as required. -Conducts security assessment missions for OCHA’s field presences, and represents CRD and/or OCHA as appropriate at forums with regard to the security and safety of OCHA and humanitarian personnel. -Is available for deployment in response to sudden onset crises in order to support the establishment/reassessment of OCHA’s presence in relevant areas and backstop DSS Security Advisors. -Manages all security-related tasks or functions and performs other assignments as required.

Education

Advanced university degree (Masters Degree or equivalent) preferably in political/social science, international relations, law enforcement and/or business management (with a focus on security management). A first level University degree with a relevant combination of academic qualifications and experience in a related area may be accepted in lieu of the advanced university degree. Graduates of Police/Military War Colleges and Senior Staff Colleges may also be considered. Additional certification in related security field an asset.

Work Experience

A minimum of ten years experience in security management, close protection, counter terrorism, intelligence management, hostage management, operational planning and investigation, crisis management, emergency or disaster planning, or related area is required. Experience working in humanitarian settings, including on emergency preparedness, crisis/emergency relief management, or related area, as well as experience in a command or leadership position managing crisis situations is required.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English (both oral and written) is required. Knowledge of another UN official language, especially French, is desirable.

Assessment Method

Competence-based interview. Language skills may be tested as part of the assessment method.
