CHF International is seeking a Chief of Party (COP) for a large USAID-funded program which aims to reduce the risk and impact of HIV/AIDS and other health conditions and promote economic resilience/livelihoods on the most vulnerable populations in Rwanda.
The COP is responsible for the overall program direction and management of the project including financial and staff management. S/he serves as the principle liaison with implementing partners, donor, and host government counterparts on all matters related to the program. The COP is responsible for ensuring that program activities are delivered on time and within budget, in a quality manner, while providing technical leadership. S/he will provide the strategic vision and leadership for the program, maintaining a clear delineation of roles and responsibilities between the partners, while responding to changing conditions in the areas of operation.
Qualifications: •Master's Degree in Public Health, International Development Management or related field. •10 years experience managing, coordinating and/or providing technical leadership on complex HIV/AIDS or related development programs in a developing country context, preferably in Africa. •Minimum 5 years experience as Chief of Party on USAID funded public health programs. •Knowledge of and/or experience working in Rwanda or the region preferred. A broad understanding of overall public health issues and specific understanding of, and experience in, HIV/AIDS programming. •Direct experience with USAID programmatic and reporting requirements. PEPFAR experience desirable. •Strong commitment to team management approach and demonstrated program management skills. •Good interpersonal skills with ability to build personal relationships with staff, donor partners and government leaders at all levels. •English fluency required; French speaking/understanding desirable.
