A vacancy has arisen at the British High Commission for aRegional Aviation Security Liaison Officer’s (RASLO) Assistant.

The job is graded at LEII for which the current salary scale starts at Ksh. 148,000/- per month before deduction of tax.

Where the jobholder is not liable to Kenyan tax the scale will be abated under HM Treasury rules and starts at Ksh. 109,728/- per month to take account of the tax they would have paid.

Duties and responsibilities:

The Regional Aviation Security Office focuses on 20 Countries in East and Southern Africa, thus a key part of the work involves liaison with the various host state government authorities often at a senior level on wide ranging security issues, frequent contact with Post Aviation Security Officers at the relevant Embassies or Consulates, and with UK registered airlines operating in the region.

As the Regional Aviation Security Liaison Officer is frequently away the job-holder has to be able to make informed decisions, problem solve and to manage the office whilst using good judgement on how and when to update the RASLO on developments during his absence, all the while maintaining discretion and confidentiality.

The successful candidate will be required to go through the security vetting process to SC level, as a minimum. They will also need to have good Communication skills, initiative, attention to detail, and a flexible approach to work and be a good team player.

The main duties include:

• S/he will manage all office procedures and deals with telephone, e-mail and fax enquiries from host state government departments up to ministerial levels across the region, Post Aviation Security Officers, airlines and the RASLO parent department UK DFT Aviation Security Directorate.
• S/he will be in charge of all office administration, develops and maintains sensitive data on the RASLO databases and filing systems, forward calendar and deployment. Experience in using Word, Excel, Power point etc, would be an advantage. Responsible for office Imprest account.
• S/he will monitor progress of UK strategic priorities and objectives under CONTEST and with RASLO develop appropriate projects to meet these objectives. S/he will be expected to initiate project proposals and take responsibility for their planning and delivery. S/he will be expected to understand how to estimate, profile and monitor budgets in order to ensure that any trends that may affect the financial outcome of a project is quickly identified so corrective action can to be taken. The work of the office is often driven by external events and a flexible approach will be required to deal with unforeseen circumstances or changing priorities, therefore, s/he will require being resilient and determined to cope with these changing circumstances.
• There will be a requirement to travel locally to attend meetings on behalf of the RASLO, to meet visitors and represent the office; transport will be provided as required.
• S/he will play a major role in managing and co-ordinating Regional Aviation Security Training/Conferences for participants from across the region and speakers from the aviation industry. This may also include attending courses and managing visiting trainer’s domestic arrangements and negotiating/dealing with Host state authorities.
• S/he will ensure the accurate recording of notices of change in (UK Dept for Transport) requirements for UK registered airlines operating overseas and the appropriate distribution of such change.
• S/he will develop and maintain statistical evidence on progress towards higher levels of aviation security compliance in the region.
• S/he will monitor stocks of training material and engages in the preparation of training literature and PowerPoint presentations. Where necessary orders training material from the London office.
• S/he will organise local, regional and UK visits for the RASLO including travel requirements such as tickets, visas and accommodation. There will be the occasional opportunity to travel on RASLO official business; this will of course depend on the assistant’s circumstances.

Required Skills:-

The job, which requires candidates to have security clearance before the start date, is open to UK Based spouses or partners and to British Nationals, Australian, Canadian, New Zealand, or US Citizens who have resided in the UK, or other countries named. Candidates must have a traceable history over the last 5 years in the countries named.
