Danish Refugee Council (DRC) is looking for a Project Manager experienced in Community Driven Development methodology to head our Danida-funded CDD pilot project in Central Equatorial State, South Sudan.
The CDD project is a one year pilot, part of a larger collaborative effort between the World Bank and Danida. The project aims to contextualize and build on, for South Sudan, the methodology of DRC’s successful WB-funded CDD project in Somalia. It will pilot and test the design of community-driven recovery and development in a limited number of communities in Juba and Terekeka Counties of Central Equatorial and ensure that all activities are conflict sensitive and demand driven i.e. selected by the communities themselves and the implementation procedures ensure community participation, control and management of their development projects as well as ensuring their priorities are an integral part of the County and State Plans. In addition, it will pilot the first phase of a general management capacity building programme for County, Payam and Boma officials and ensure they participate in and use the community planning processes to direct the County level priorities and plans.
After 6 years of conducting Community Development Planning in South Sudan, at Payam and Boma levels, the Danish Refugee Council and its Danish Demining Group (DDG) unit seek to further enhance their work building capacity within communities. They will build the capacities of County duty bearers, particularly to assist Counties to make their planning processes more evidence based and their priorities and budgeting processes more reflective of community priorities.
The assistance will ensure more participation and control of local development initiatives, less conflict generated over aid, greater community involvement in County level planning, more transparency in decision making between County and Community and greater capacity of duty bearers at County, Payam and Boma levels.
DRC has been working in these locations in 2011 and has built up a rapport with the local traditional leaders and local authorities. Both locations are rural based, relatively accessible throughout the year and secure – Terekeka being similar in climate to more northerly locations in South Sudan having one rainy season, and Juba having the more traditional Equatorial two cultivation seasons.
DDG is a department within DRC. DDG has been present in South Sudan since 2006 operating with an integrated approach towards communities that includes community liaison, mine risk education, survey, and the clearance and disposal of Explosive Remnants of War (ERW). DDG also works in the field of Armed Violence Reduction (AVR), a new sector of activity which responds the threat posed by the widespread proliferation of uncontrolled Small Arms and Light Weapons (SALW) in South Sudan.
DUTIES AND RESPONSIBILITIES
Main Functions
• The PM will work to manage the implementation of the CDD pilot in the field, under the supervision of the DRC Programme Manager with strong input from the DDG Programme Manager, DDG AVR Advisor and the DRC Country Director as this is a joint project.
• He/she will represent DRC/DDG with relevant local communities, local authorities, traditional leaders, partner agencies and contractors.
CDD Technical Advice/Coordination
• Work with the project team and the partner agencies to fine-tune the methodology for community identification, assessment and for implementation of Project activities
• Work with the DDG AVR Advisor embedded in the project to ensure potential conflict issues are adequately addressed in methodology and implementation
• Work with the DRC CDD Advisor to further contextualize the DRC Somalia CDR/CDD Operations Manual to ensure that a common approach (training, decision making and fund flow) are adopted yet the operations cater for unique South Sudan context
• Train staff and supervise them as they facilitate Community planning exercises, and help the communities to prepare and implement time-bound costed community projects
• Coordinate the County capacity needs assessment and work with the Counties on data gap analysis
• Ensure support to close management training gaps and data gathering/ management/analysis capacity needs are filled through coordination of specialized trainers, and that equipment and facilitation is provided as per agreed plans
• Organize periodic joint reviews of the CDD project and workshops to identify the achievements, challenges faced, lessons learned during the pilot phase and agree on recommendations (a way forward) to make the implementation of the CDD project more effective and efficient
• Support the implementing partners to harmonize this CDD project with developments in the South Sudan Local Governance Board and other CDD pilot projects in South Sudan, for example support the development of a single operations manual, a social mobilization curriculum to be used in both projects, a single monitoring and evaluation system, etc.
• Co-ordinate and work with relevant County government authorities, local government institutions, international agencies, non-governmental organizations, community-based organizations and local communities in order to ensure the smooth execution of project activities
• Prepare a monthly summary report and quarterly progress reports indicating progress against planned activities and issues/challenges faced and actions required to bring the project back on schedule.
Supervision
• Oversee the CDD team in each County ensuring harmony of project implementation
• Supervise and monitor the implementation of the Community projects. In particular, ensure that the projects are implemented with all due diligence and efficiency, according to schedule and in conjunction with HAP standards
• Monitor and review that all project expenditures related to the CDD are eligible, properly recorded and maintained
• Conduct post procurement reviews to ensure that all procurement transactions, selection of contractors, suppliers and service providers are according to training provided to the communities
• Liaise with the DRC State Programme Manager to ensure that (a) audit reports, (b) monthly updates, (c) quarterly progress reports, and (d) a pilot phase completion report of CDD project accounts and activities are acceptable to DRC Finance and submitted to the Head of Finance and Admin by the 3rd of the following month for monthly reports to Copenhagen by 10th of the following month
• Lead periodic field missions, documenting the findings for each mission for submission with monthly reports
• Ensure that proposed project activities within the CDD are screened for gender and conflict sensitivity and against environmental harm for further review and monitoring of the implementation of the appropriate mitigation measures
• Participate in all project reviews.
Other duties and responsibilities
• Assist the DRC Programme Manager to prepare for Annual Review, programme development etc as and when required
QUALIFICATIONS
DRC invites qualified applicants – irrespective of nationality, race, gender or age – WITH CDD EXPERIENCE, and who match the requirements listed to apply for the position.
In addition, applicants must have following qualifications:
• At least 5 years’ experience with community development work, including participatory techniques, capacity building of civil society and local government
• Good negotiation, advocacy and communication skills
• Strengths in monitoring, evaluation, and analysis especially for extraction of key lessons for strategic development of approaches
• Experience in operating and travelling in volatile security environments
• Experience with team building and remote management is an asset
• Experience with WB as a donor an asset
• High degree of organization, able to work under pressure and meet deadlines
• Sound proven financial management skills
• Fluency in written and spoken English with excellent writing skills is essential
• Relevant educational background at Master level (Political and Social Sciences, Management, International Development, or similar)
• Very familiar with humanitarian principles and practises, and used to represent an international organisation, both internally and to external partners and authorities
• Preferably working experience from African countries. Field experience from South Sudan an advantage.
CONDITIONS
Availability and duration of contract: Starting ASAP in January 2012 until June 30, 2012 with potential to extend to Dec. 31, 2012. The total duration of the assignment will be a maximum of 12 months with possibility of extension subject to satisfactory performance.
Duty station: Based in Terekeka Town, South Sudan, with frequent travels in Terekeka & Juba Counties.
