TITLE OF POSITION: PROJECT MANAGEMENT SPECIALIST FSN-11 (LIVELIHOODS ADVISOR)
LOCATION OF WORK: US EMBASSY ENTOTO ROAD

HOURS: FULL TIME 40 HOURS PER WEEK

SALARY: FSN-11 (ETB 161,209 to ETB 290,173) depending on the candidate's earning history, qualifications and experience. This position may initially be filled at a trainee level which is equivalent to FSN-10 (ETB 131,505 to ETB 236,709).

BASIC FUNCTION OF POSITION: Under the Assets and Livelihoods Transition (ALT) Food Security Program Coordinator, the incumbent will provide technical advice to USAID, the Government of Ethiopia and other USAID partners on livelihood issues and manages the USAID/Ethiopia livelihood project: Productive Safety Net Program – Plus (PSNP Plus) and provide technical advice to other Feed the Future projects pertinent to hungry Ethiopia like Productive Safety Net – Graduation with Resilience to Achieve Sustainable Development (PSNP – GRAD). The incumbent will ensure advocacy issues relevant to the improvement of livelihoods for PSNP households are addressed at all levels. S/he ensures that PSNP Plus and PSNP–GRAD contribute to the Government of Ethiopia’s food security program, particularly to its Household Assets Building Program (HAPB). The incumbent is one of the Mission’s representatives for livelihoods activities, interacting with other donors, Government officials on the federal, regional, and local levels, and partner organizations. Also s/he will work with the different teams to provide oversight for the implementation and management of livelihood program.

MINIMUM QUALIFICATIONS: In order to qualify, the applicant must possess the following:

EDUCATION: Master’s degree in economic development and/or other social sciences (for example, economics/ agricultural economics, sociology, rural development), is required.

EXPERIENCE: At least five years’ work experience is required, with an emphasis on the design, implementation, and monitoring of food security/livelihoods programs. Training on USAID project and financial management systems is preferred.

LANGUAGE: Level IV (fluent) English and Amharic. The ability to communicate effectively in both written and spoken English and Amharic is required. Knowledge of more than one Ethiopian language would be highly useful.

KNOWLEDGE, SKILLS, AND ABILITIES: The incumbent should be familiar with management of donor-funded programs, with the objectives and mechanisms of PSNP and HABP, and the functions of federal and regional governments in Ethiopia. The position also requires a high level of skill in written and verbal communication, management, social and professional judgment, interpersonal in cross cultural and multi-level settings, including interactions with senior officials of the U.S. Embassy and federal and regional governments, and use of computer programs such as word, excel, and power point.
