General Description of the Programme: Throughout the 1990s, GOAL implemented a series of emergency interventions in South Sudan, alongside significant programming in the north of Sudan. In 1998, following the Kerabino famine, GOAL intervened in Twic County, Warrap State with a health and nutrition programme. In 2000, GOAL broadened its area of geographical coverage to include the heavily marginalised area of Kurmuk County, Southern Blue Nile. In July 2006, GOAL South Sudan took over the management of the PHC programming in Malakal, Upper Nile, previously managed from the GOAL Khartoum office. In Upper Nile, GOAL successfully handed over the operation of its Malakal based clinics and expanded its operation into the Sobat Corridor.
Currently GOAL is responding to refugee crisis in Maban county were some 30,000 people have left after fighting in Blue Nile State.
The overall objective of the post is to lead the grant development and reporting through the emergency phase of the GOAL response for the first 6 months.
Key Duties:
• Coordinate the development of quality donor proposals ensuring good collaboration with the programme coordinators, finance and other relevant departments; • Coordinate the development and timely submission of donor reports, programme reports to Dublin and other reports or updates as needed. • Provide day to day support to the emergency programme, liaise with field sites on programmes issues ensuring good lines of communication and follow up as needed with logistics, finance and human resources; • Maintain and update proposal and reporting calendar ensuring all concerned are aware of the reporting schedule and their specific roles; • Maintain and update the programme information database (indicators, programme staff movements, workplans, internal reports, PMPs, project overviews, photos etc); • Support programme coordinators and staff in the documentation of learning; • Coordinate the development/update of programme overviews/presentations, Success Stories, etc. • On occasion represent GOAL SS and network with other agencies, UN and government as and when needed;
Requirements:
• Relevant post graduate degree;
• Strong analytical skills and fluent writing skills. Experience of proposal writing, logframe development and donor reporting (ECHO, OFDA etc); • Excellent IT skills including data base management and excel and data analysis; • Excellent communications and inter personal skills; • Experience of relief and development programmes at least 2 years working experience with NGOs or related sector; • Experience of HIV/AIDS and gender programming; • Experience/knowledge of South Sudan would be very beneficial;
Start Date: ASAP (3 months initial contracts with possibility of extension)
