DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION

The protracted emergency in Darfur, characterized by multiple and prolonged displacements, has seen ARC addressing humanitarian and more recently, recovery needs of over 900,000 IDPs, returnees and host communities in South Darfur. Starting in 2004, ARC Darfur Program has implemented life-saving emergency Health, Nutrition, WASH and Agriculture programs amongst the conflict affected populations in camps as well as host communities within the Nyala-Gereida and Nyala-Tulus corridors in South Darfur. Although there have been significant improvements in security, the situation in Darfur remains complex and constantly changing. The high intensity warfare that characterized the conflict in 2003/05 has largely passed and been replaced by inter-tribal conflicts and banditry that has continued to cause insecurity for the population at large. Despite the potential in recovery, a third of Darfur’s population continues to live in displacement camps.

Commendable efforts have been placed on resolving the political dimension to the conflict in Darfur, with peace initiatives revolving around talks related to wealth and power-sharing. However, development and management of scarce natural resources has been one of the prime unattended drivers of conflict and which deserves to be strengthened. Issues such as the equitable access to finite natural resources like water and land, lack of which is fuelling inter-tribal conflicts and hampering efforts towards sustainable peace and recovery. In recognition of the fact that peace and security are achieved through a process of building trust and confidence amongst communities, ARC has expanded its portfolio in South Darfur to include Conflict prevention and management programming that will complement the current emergency and early recovery interventions. This grassroots peace building project is supported by the UNDP managed Darfur Community Peace and Stabilization Fund. It will address the identified peace-building gaps by rehabilitating additional water sources in areas where returnee farmer households will strain the current water sources; constructing water troughs for animals around each rehabilitated water source, supporting local government/administration to demarcate livestock routes with participation of both the farmer and pastoralists leaders; Continued sensitization to both farmers and pastoralists, with a focus on returnee households on the importance of observing the livestock migration routes; markets restoration; support to joint farmer/pastoralists livelihoods and facilitation of inter-community dialogues and support to community based conflict prevention and resolution mechanisms. This project’s duration will be 24 months.

PRIMARY PURPOSE OF POSITION

This position will be based in Gereida locality, South Darfur State. The incumbent will be required to provide management oversight to grassroots implementation and monitoring in the Peace Building Project, guided by ARC Northern Sudan Policies. The position is fully responsible for the smooth, cost effective, efficient and timely implementation of Peace Building project activities, budget review and monitoring. S(he) will be fully responsible for all project deliverables and will be required to coordinate with the Livelihoods coordinator to ensure quality and timely implementation of the livelihoods component of the project. As the peace-building technical expert, this position will provide support to other projects to ensure integration of Conflict-Sensitivity and Peace building. The incumbent will collaborate with the Gereida Coordinator and the Senior Program Coordinator and ensure operational and administrative support to project activities. S(he) will ensure community participation and involvement in their development process for sustainability.

This position demands both the technical knowledge and the work experience, needed to coordinate a peace building program. The nutrition coordinator will be responsible for ensuring management of the peace-building project is executed in line with known standards in peace building and conflict sensitivity and donor guidelines with the assistance of the Senior Program Coordinator. This position demands an ability to manage, organize and support all aspects of the program; including other agency liaison, training and supervising local staff using techniques and tools available and appropriate to Darfur.

MAJOR AREAS OF ACCOUNTABILITY PRIMARY DUTIES/RESPONSIBILITIES

Program Development • Coordinate with the SPC in the expansion of ARC’s peace building programming in South Darfur and beyond if need be. • Design value added activities to be incorporated into the peace-building project and support field teams in their implementation. • Take lead in the re-orientation of the ARC Darfur Program to incorporate conflict sensitivity and Do-No-Harm principles. • Take part in the compilation of project proposals in collaboration with other technical staff. • Provide technical oversight in the Integration of peace building project within other sectors. • Provide technical contribution to ARC country strategy for peace building as a sector and as a mainstreamed theme. • Assist the Senior Program Coordinator in identifying potential Peace Building priorities and projects in ARC operational areas.

Coordination, Representation and Networking • Represent ARC in thematic and sectoral meetings related to peace-building at both field and state level and establish/strengthen strategic partnerships with other agencies. • Participate in internal coordination meetings and support integration of peace-building interventions with other sector activities. • Promote a harmonized approach in issues nutrition in all project areas including promoting communication and sharing across project sites. (Reporting, protocols etc). • Keep the SPC apprised of all peace building issues including new concepts, planning, changes, challenges etc. • Establish and liaise closely with other partners, agencies and local Darfur leaders regarding project activities to ensure and promote a coordinated approach to project implementation, including participation in relevant workshops, meetings. • To liaise, with the relevant line Ministries and government structures to ensure coordination and information sharing.

Technical support, training and capacity building
• Provide day-to-day technical expertise to the implementation of the peace building and conflict resolution project, ensuring ARC’s programming is well aligned with UNDP’s, community, and state plans. • Provide technical leadership on the implementation of peace building activities as prioritized by communities and local authorities through technical best practices. • Maintain standards for Peace Building and Conflict-Sensitivity and ensure that Peace Building staff, partner agencies and recipient communities understand, accept and adhere to these standards. • Ensure continued analysis of individual communities', local authorities and civil society understanding, perceptions, attitudes and practices in conflict transformation and peace building processes and ensure these are taken into consideration during project implementation. • Ensure the various indigenous methods of peace building and conflict mitigation strategies are mainstreamed into the peace building project. • Enhance and train communities in Local Capacities for Peace and ensure LCP and DNH principles are mainstreamed in development planning across different sectors. Financial Management Budget control and Monitoring • Manage and monitor program budgets on a monthly basis and ensure expenditures are properly planned within elaborate project plans. • Monitor business advances held by all peace building staff and ensure that these are retired within the stipulated period as per ARC advance policy. • Work with the Gereida Area Coordinator, the Senior Program Coordinator and the Finance Controller in preparation of budgets, financial projects expenditure monitoring and reviewing of monthly quarterly and annual financial report. • Support preparation of requisitions for appropriate project supplies in line with approved Detailed Implementation Plans.

Monitoring, Evaluation and Reporting • Work with the Senior Program Coordinator and M&E officer in establishing and maintaining Monitoring and Evaluation framework for this project. • In coordination with the M&E officer ensure a process and final evaluation and monitoring of the peace-building project is undertaken throughout the project sites. • Ensure that technical information pertinent to the project is obtained, documented and disseminated to staff, ARC HQs, donor and other stakeholders as required. • Revise projects indicators benchmarks and milestones in order to provide an analysis that will inform and guide the performance of the project. • Develop and ensure (in coordination with the Monitoring and Evaluation Unit) timely and smooth monitoring of project progress and impact and make project adjustments accordingly. • Undertake routine monitoring and support supervision of the peace-building activities and based on such propose solutions and way forward. • Ensure coordination of the project implementation process with relevant stakeholders to ensure coherence, including their involvement in monitoring and evaluating project activities, joint field visits to enhance appreciation of the project’s work. • Review project reports and ensure the technical quality before submission to ARC HQ and UNDP. • Working closely with peace-building project staff to ensure that project reports are prepared and submitted timely to donor and other stakeholders.

Security • Full adherence to ARC North Sudan Program Security procedures. • Full adherence to ARC North Sudan field communication protocols and standard operating procedures, informing fellow team members and the Program Coordinator immediately of any security incident. • To behave at all times in a manner which positively promotes ARC and its work with communities we serve.

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED

 Requires a degree in Peace-Building, Sociology, International Relations, Conflict studies or other related field. Masters preferred.  At least 3 years field experience working with Communities in Peace-Building programming and program management in an NGO context.  Demonstrable experience in monitoring conflict sensitive indicators.  Experience with integration / mainstreaming of peace-building and conflict-sensitivity across other programs and projects is highly desirable.  Experience in working with, and capacity building of local NGOs through Memoranda of Understanding and other partnership instruments is a must.  Experience in designing and implementing community based trainings and trainings of trainers.  Demonstrated experience with proposal development and writing.  Demonstrated analytical and conceptual skills to plan projects, sequence planned activities and oversee their implementation.  Experience in representation and interaction with donors, government officials, international organizations, and NGO representatives concerning health issues and initiatives in complex humanitarian emergencies.  Thorough knowledge and experience with Sphere Standards.  Experience in managing UNDP grants.
