ORGANIZATIONAL PROFILE | | |
The Library of Parliament was established shortly after Confederation, and is currently provided for in sections 73 to 79 of the Parliament of Canada Act. The direction and control of the Library is vested jointly in the Speakers of the Senate and the House of Commons. The control and management of the Library rests with the Parliamentary Librarian, who is appointed by the Governor in Council. Since 2001, provision has also been made for the appointment of a Parliamentary Poet Laureate as an officer of the Library. In 2006, the Act was amended to include a Parliamentary Budget Officer as a senior officer of the Library; the Act sets out the selection process and the mandate of the office. Holding a special place in Canadian history, the Library of Parliament is the last remaining part of the original Parliament building, the Centre Block, on Parliament Hill. It is a fully functioning library whose collection and services support the activities and decisions of Canada's democratic Parliament. In collaboration with the Library of Parliament, Public Works and Government Services Canada led an important undertaking to preserve and enhance this architectural wonder for future generations. In the spring of 2006, construction was completed and the building was finally ready for the Library to move back. | |

Ensures the provision to Parliament on a non-partisan, timely and confidential basis of comprehensive and reliable research and analysis, information, and documentation, to inform and support its decisions in three vital areas: spending, legislation and policy development; all necessary for Parliament to hold government to account Ensures the collection, preservation and stewardship of extensive and pertinent hard copy and electronic collections as the basis for the Library to assemble, organize, analyze and synthesize data and information from a constantly expanding range of sources in order to remain informative and free of bias and assist parliamentarians in their work, whether in Chamber, committees or through individual initiatives such as private members bills Ensures the Library is the centre of expertise for outside organizations to access Parliamentary documents and publications, historically and related to the current activities of Parliament | |
RESPONSIBILITIES | | |
- Provides strategic leadership in building the institutional capacity and fostering the Library as a one-stop preferred and trusted information, research and analysis centre of expertise for 308 Members of Parliament, 105 Senators and their staffs, leveraging the application of evolving information technologies.
- Provides leadership in the formulation, interpretation and communication of broad corporate long-range principles, policies, objectives and plans and the application of appropriate technology innovations in order to create, manage and deliver authoritative, reliable and relevant information and knowledge to Parliament.
- Provides advice and guidance to the chairs of Parliamentary Committees, Associations and individual parliamentarians to ensure they understand the range of services available, that they receive timely research and analysis pertinent to the evolving reviews and studies required to carry out their responsibilities and to ensure Canada’s decision makers are positioned to understand a broad range of topics and issues impacting the future of Canadians.
- Ensures the activities of the Parliamentary Budget Officer are carried out within the established protocols and operational frameworks of the Library and ensures the coordination of Library resources to facilitate the exercise of the Parliamentary Budget Officer mandate.
- In the role of steward of the published heritage of Parliament, ensures the development and renewal of a centre of expertise in the preservation of parliamentary documents and publications, including paper copies as well as digitized and searchable current sessional papers and records supporting the scrutiny of regulations on behalf of the Standing Joint Committee for the Scrutiny of Regulations, to ensure its availability and accessibility to future generations of decision makers, academics, historians and the Canadian public and also to serve as the basis for the Library to use and analyze such information and knowledge.
- Oversees the monitoring, measurement and continuous renewal of the programs and services offered by the Library of Parliament ensuring performance quality and standards are met and exceeded.
- Ensures dynamic, relevant, technologically enabled outreach, orientation and ongoing education programs strategically focused to target specific audiences, including parliamentarians and their staff, visitors to Parliament, teachers institutes and civil societies, to meet the needs of new and current parliamentarians, to ensure parliamentarians are well positioned to carry out their responsibilities and understand issues of concern, and to explain and promote public understanding of Parliament’s function and role. Assists foreign delegations, diplomatic representatives and ministers visiting the Library and who may be special guest lecturers as part of the education program.
- Ensures that domestic and international parliamentary networks and research facilities that support legislatures in other jurisdictions are apprised of emerging developments in the Library of Parliament and that experience and best practices of those organizations are evaluated for their applicability to Canadian practice.
- Exercises complete discretion in the allocation of budgetary and human resources and the development and implementation of policies, procedures, criteria and controls for the effective and economic management and stewardship of human, financial and material resources
- Seeks the advice of the Standing Joint Committee on the Library of Parliament about the strategic directions proposed for the Library, the resources required to implement its programs and changes to policies or regulations to enhance the efficient and cost-effective provision of services, products and programs
- Establishes effective and productive relationships with the House of Commons and Senate senior executives, the administration of the two chambers and other senior officials, both Parliamentary and public service to facilitate planning, coordination and delivery of services to Parliament.

- Knowledge of trends and developments in information and knowledge management in an analog and digital environment

EXPERIENCE- Significant leadership experience at a senior executive level, preferably in a public sector context, including managing human and financial resources
- Experience in fostering and developing a leading-edge research and information management environment
- Experience building and sustaining effective relationships with clients and diverse stakeholders
- Experience working in a parliamentary or legislative environment would be an asset
EDUCATION- A graduate degree in Library and Information Science or a combination of experience and education in a related field.
LANGUAGES- Proficiency in both official languages is essential
