Background / General description: | The International Finance Corporation (IFC), the private sector investment arm of the World Bank Group, pursues its mission of reducing poverty and improving people s lives by promoting private sector development through investment and advisory services. Within IFC, the Financial Mechanisms for Sustainability (FinMech) unit manages and helps deploy concessional finance and technical assistance grants to address climate change. The FinMech team collaborates in partnership with both investment departments and advisory services business lines to meet their climate change business objectives. FinMech supports initiatives that (a) seek to move markets towards low-carbon and climate-sensitive market environments (eg. through demonstration projects or a set of investments which have the ability to change future market dynamics), (b) support private sector engagement in addressing climate change adaptation (resilience) challenges; or (c) enable private sector initiatives in other areas (eg. market development) that would contribute to addressing the climate change challenge. Examples of interventions include: i) the promotion of renewable energy power generation; and ii) those that lead to more efficient use of energy or water resources, or promote renewable energy use in buildings as well as agricultural, residential, commercial or industrial sectors. The FinMech team is seeking to hire an Operations Officer to assist in the coordination and support of the unit s donor management, reporting, communication and outreach activities. S/he will report to the Head of FinMech. | Duties and Accountabilities: | The Operations Officer will operate as a member of the FinMech team based in Washington, DC. In this capacity, his/her responsibilities will include the following: Support all donor management for concessional funds deployed by FinMech. Work directly with FinMech s donor coordinator(s) to ensure the unit is meeting its operational and financial requirements, and being a key member of the team that liaises with concessional finance donors on a regular basis. Work under the guidance of the GEF Coordinator to prepare the production of the Annual Monitoring Report (AMR) to the GEF o Summarize the key updates from the project supervision and completion reports and edit the language for publishing o Input and organize the project information into the template required by GEF o Monitor and follow up with transaction leaders as needed on mid-term reviews, final evaluations, and other amendment in the GEF portfolio o Create tables and graphs to analyze portfolio information on GEF projects with inputs from the Finmech Portfolio Officer Work with the Clean Technology Fund (CTF) and Strategic Climate Fund (SCF) coordinators to produce semi-annual reports and to review and provide inputs and updates to the Climate Investment Fund (CIF) donors on CIF-funded IFC projects Work under the guidance of the GEF, CTF, and SCF Coordinators with regional teams to guide them on the development and implementation of GEF and CIF programs Monitor deadlines from donor agreements to ensure compliance Help coordinate FinMech s donor engagement work, as appropriate, including organizing donor meetings and events, for donor partners Develop communications material for donors and contribute to other FinMech communication materials as needed. | Selection Criteria: | Minimum7 years of relevant experience Master s degree in a relevant discipline (business, economics, international development, communications, political science) Experience that provides insights in the workings of international organizations, bilateral agencies and donors, and the global context of development finance. Knowledge of Climate Finance a plus. Must have demonstrated ability to methodically and efficiently synthesize large volumes of information from diverse sources (tacit and codified) to compile data, prepare quantitative and qualitative management reports and present concepts, ideas, etc. for presentation to senior managers. Proven writing and editing skills and strong command of English, with an ability to convey complex ideas in a clear, direct and lively manner. Excellent computer skills and ability to use standard technology packages, including the Microsoft Office suite (Word, Excel, PowerPoint); and web content management; Interest and knowledge of environment and social sustainability issues for the private sector in emerging markets; Good understanding of IFC, its mission and activities; Productive and comfortable at multi-tasking, with the capacity to work under pressure; capable of initiative and working independently under limited supervision. Good team player who can build good relationships and mobilize colleagues to complete projects within tight deadlines; OTHER: This appointment is for an initial 2-year period.
