Background / General description: Improving the investment climate in Africa is one of three core priorities of the IFC/World Bank Group strategy in Sub-Saharan Africa. IFC manages the Investment Climate Advisory Services of the World Bank Group, which comprise staff based in the regional hub offices of Nairobi, Dakar and Johannesburg and across the continent, who work with a team of product specialists in Washington, DC and Istanbul. The Investment Climate Advisory Services have been supporting Sub-Saharan African countries to design and implement investment climate reform programs for nearly a decade, and have scaled up their efforts significantly in recent years. The programs assist client countries to implement a range of investment climate reforms, including economy-wide reforms of aspects of business regulation, supporting international trade and investment, regional integration as well as addressing obstacles to private sector investment in leading industries, such as agribusiness, infrastructure, tourism and health. The team s objective is to support African countries efforts to create a positive investment climate to increase their competitiveness and private sector investment. The team is seeking to recruit an Operations Analyst to provide Program management support to the IFC Health in Africa (HIA) Initiative team in Sub-Saharan Africa (SSA). The Health in Africa Initiative, straddles activities in Policy, Regulation, Analytics and Investment Advisory activities – all targeted to creating an enabling environment for Private Sector participation in Health in SSA. The position will be based in Nairobi, Kenya and will involve some international travel and will report to the Head of HIA Initiative team. As part of this team, the Operations Analyst will: Play a key role in coordination, bridging operations between field and headquarters staff, M&E and finance; support and ensure policy and procedures compliance of all staff and activities. Coordinate donor relations by linking financial operations with corporate systems and ensuring timely response to donor requests and reports. The position provides an opportunity to obtain broad project and sector experience across a large and diversified range of policy reforms and business related activity. Duties and Accountabilities: 1.Play a key role in coordination, bridging operations between field and headquarters staff, M&E and finance; support and ensure policy and procedures compliance of all staff and activities. Management Support: (i) Support coordination and general management of the health program and act as liaison for team members on all internal IFC policy and procedures; (ii) Work with M&E and Finance Staff to ensure compliance with IBIS and related impact measurement log frames as well as AS Portal document processing for each project; (iii) Organize project-related inter-departmental workshops; (iv) Work closely with relevant (spell out) TTLs to bring together (spell out)AS operational portal documents through the approval process, including concept note, project implementation, supervision and completion reports. (v) Track, monitor and provide yearly expenditure forecasts that are in line with AS Operational Portal budgets and uses in IBIS for Health projects; In addition, assist TTLs to prepare quarterly financial reports to highlight budget variances with key items flagged. (vi) Manage budget line allocations and act as focal point for all financial matters between Washington D.C. and field offices; (vii) Liaise with Senior Finance Officer on budget reporting analysis and forecast for planning purposes. Trust Funds: (i)Work closely work with all departments, including Partnerships and AS Operations Services, Legal, Controller s, CIC Finance, and the Trust Fund Accounts Clearance Team to ensure appropriate set-up and management of Trust Funds and Client Accounts; (ii)Ensure the allocation of budget charge codes to the various donor funding sources, including parent and child TFs (spell out) and monitor same with TTLs to prevent over or under utilization; (iii) Develop tailored guidelines and ensure adherence to project cost management, monitoring and quarterly reporting of expenditures and compliance. Procurement: (i)Support procurement process and management of consultants and vendors contracted by the program and liaise with Washington GSD Department, Partnerships and AS Operations Services, Legal Department and other colleagues within the WBG. Ensure appropriate use of eConsultant2 systems by all staff. 2.Coordinate donor relations by linking financial operations with corporate systems and ensuring timely response to donor requests and reports. (i) Liaise with donors on funding proposals for approval and implementation. (ii)Ensure that donor grant agreements meet the terms stipulated by the WBG s legal guidelines and prepare monitoring and financial reports in accordance to donor agreements. (iii)Support in the preparation and management of agreements/grants from government and private foundations donors, Funding Mechanism for Technical Assistance and Advisory Services (FMTAAS), and other donor applications for Private Enterprise Partnership for Africa (PEP-Africa) and government funding Advisory Services; liaise with Partnerships and AS Operations Services and CIC s Lead Operations Officer Team for all donor –related reporting activities. (iv)Assist Task Team Leaders (TTLs) in complying in good time on all Donor related activity and budget reports. (v)Organize leadership meetings, WBG coordination and advisory panels, national and /international meetings including providing support on the development and dissemination of the HIA reports. Coordinate donor meetings in Washington D.C., Europe and Field Offices, as required. Selection Criteria: (i) Master s degree in Business Administration or relevant discipline. (ii)Strong up-to-date institutional knowledge of the IFC and World Bank s institutional and operational procedures governing project preparation, processing, procurement and implementation; (iii)World Bank Group Trust Fund Management certification. (iv)Experience in basic procurement; (v)Headquarters and field based work experience in Africa; (vi)Experience in dealing with donors (vii)Good interpersonal communication, strong written and oral communications skills. (viii)Dedicated team player and ability to adapt to shifting priorities and work pressure. (ix)Attention to detail and ability to work independently. (x)Strong client orientation and demonstrated ability to operate sensitively in multi-cultural environments and diplomatically with high level dignitaries. (xi)Fluency in English and French (written and oral skills) essential. (xii)Ability and willingness to travel.
