UNDP Iraq is supporting the Ministry of Planning and other national entities to prepare the third Iraq National Human Development Report (NHDR). The main theme of the report has been identified as “Youth”. The report will be prepared by a team of national authors and the report preparation process will include extensive consultations with various official, civil, and social groups. UNDP Iraq is considering the assignment of an International NHDR Expert to support both the UNDP Country Office and the national team to prepare the report.
“Human development is about people, about expanding their choices to live full, creative lives with freedom and dignity. Economic growth, increased trade and investment, technological advance – all are very important. But they are means, not ends. Fundamental to expanding human choices is building human capabilities: the range of things that people can be. The most basic capabilities for human development are living a long and healthy life, being educated, having a decent standard of living and enjoying political and civil freedoms to participate in the life of one’s community.” For more than a decade, national and regional Human Development Report (HDR) teams have been helping to advance the human development conceptual framework and apply it to the most pressing development challenges of the day. Now published in over 135 countries, these reports, grounded in thorough analytic research, have become dynamic advocacy tools. They are helping to generate lively debates around the policies and actions needed to accelerate human development and achieve the Millennium Development Goals. UNDP has supported the preparation of two NHDRs prior to this report. The first was the Iraq NHDR 1995 which was prepared by the Iraq Economist Union and focused on the effects of the sanctions imposed on Iraq in the year 1990. The second report was prepared in 2008 and focused on Human Security in Iraq. The theme of this report will be Youth. In Iraq, Youth (aged 15-24) represent the largest segment of the Iraqi society. They face many challenges in access to services, employment, and participation. It is very important to address Youth issues with a focused, integrated, and comprehensive approach. This report will look into the challenges and deprivations in detail, and will analyze the causes and make policy recommendations. It will specifically support the national Youth Strategies to be multi-dimensional so that it address the youth’s rights to social, economical, and political development.

Duties and Responsibilities | |
Objectives: Under the direct supervision of the Economic Recovery and Poverty Alleviation Head of Unit, the consultant provides guidance and technical services ensuring high quality, accuracy and consistency of work. The NHDR Lead Author works in close collaboration with UNDP Iraq and she/he coordinates the NHDR Team. Scope and expected outputs: The objectives of the NHDR Lead Author are as follows:
