National Human Development Report (NHDR) Lead Expert

  • Introduction
UNDP Iraq is supporting the Ministry of Planning and other national entities to prepare the third Iraq National Human Development Report (NHDR). The main theme of the report has been identified as “Youth”. The report will be prepared by a team of national authors and the report preparation process will include extensive consultations with various official, civil, and social groups. UNDP Iraq is considering the assignment of an International NHDR Expert to support both the UNDP Country Office and the national team to prepare the report.
  • Background
“Human development is about people, about expanding their choices to live full, creative lives with freedom and dignity. Economic growth, increased trade and investment, technological advance – all are very important. But they are means, not ends. Fundamental to expanding human choices is building human capabilities: the range of things that people can be. The most basic capabilities for human development are living a long and healthy life, being educated, having a decent standard of living and enjoying political and civil freedoms to participate in the life of one’s community.”
For more than a decade, national and regional Human Development Report (HDR) teams have been helping to advance the human development conceptual framework and apply it to the most pressing development challenges of the day. Now published in over 135 countries, these reports, grounded in thorough analytic research, have become dynamic advocacy tools. They are helping to generate lively debates around the policies and actions needed to accelerate human development and achieve the Millennium Development Goals.
UNDP has supported the preparation of two NHDRs prior to this report. The first was the Iraq NHDR 1995 which was prepared by the Iraq Economist Union and focused on the effects of the sanctions imposed on Iraq in the year 1990. The second report was prepared in 2008 and focused on Human Security in Iraq.
The theme of this report will be Youth. In Iraq, Youth (aged 15-24) represent the largest segment of the Iraqi society. They face many challenges in access to services, employment, and participation. It is very important to address Youth issues with a focused, integrated, and comprehensive approach. This report will look into the challenges and deprivations in detail, and will analyze the causes and make policy recommendations. It will specifically support the national Youth Strategies to be multi-dimensional so that it address the youth’s rights to social, economical, and political development.

Duties and Responsibilities

Objectives:
Under the direct supervision of the Economic Recovery and Poverty Alleviation Head of Unit, the consultant provides guidance and technical services ensuring high quality, accuracy and consistency of work. The NHDR Lead Author works in close collaboration with UNDP Iraq and she/he coordinates the NHDR Team.
Scope and expected outputs:
The objectives of the NHDR Lead Author are as follows:
  • Contribute substantively to the preparation of the report;
  • Provide training and knowledge support to the National NHDR team;
  • Promote a participatory approach to the preparation of the report with focus on the participation of the youth, and participate in its promotion and dissemination.
Contribute to the preparation of the report in terms of:
  • Preparing the introductory chapter and the final chapter on conclusions and recommendations;
  • Provide guidance, advice and substantive comments to the contributions at defined stages in the process, and ensures adequate reviews and consultations, particularly on sensitive topics and materials;
  • Edit the various drafts of the NHDR to ensure consistency throughout the report and to include comments and suggestions received during the consultation process to the possible extent.
Provide training and knowledge support to the National NHDR team:
  • Conduct training for the background paper authors and chapters authors on HDR concepts and multi-disciplinary analysis;
  • Ensure that background papers and chapters apply cross-cutting issues related to gender, human rights, and poverty and provide assistance to the authors through comments and reviews;
  • Participate in all review workshops and provides recommendations to author team to improve the quality of analysis;
  • Synthesize best practices in preparing NHDRs that focus on youth issues and prepared guidelines and checklists for the use of the background paper and chapter authors.
Ensure a participatory approach and the promotion of the report by:
  • Ensuring that all members of the NHDR team consult relevant stakeholders, with particular emphasis on youth participation during the preparation of their contributions;
  • Actively participating in the consultation process organised throughout the preparation of the report;
  • In close collaboration with the UNDP office and the NHDR team brief counterparts on process and findings as they emerge;
  • Participating at the launch of the NHDR and other follow up events.
Deliverables:
While UNDP will be responsible for the logistic costs of the participants. The Consultant will be responsible for producing the following deliverables.
  • Authors training workshop
  • Output: Set of workshop material and completion of workshop;
  • Background papers review
  • Output: Review report comprising comments, corrections, recommendations;
  • Review report of first draft of NHDR
  • Output: Review report comprising comments, corrections, recommendations;
  • Revised final NHDR Chapters
  • Output: Revised chapters that are a ready for publication.

Required Skills and Experience

Education:
  • Recognized degree (preferably PHD level) in social sciences.
Work Experience:
  • At least 15 years of relevant experience in the Academia or research institutions;
  • With a focus on socio-economic analysis;
  • Experience with gendered analysis and the development of composite indices, and social impact assessment is a requirement;
  • Experience with international organisations is considered to be an asset.
Skills:
  • Excellent command English, working knowledge in Arabic.
Other:
  • Demonstrated experience working in Iraq or similar environments.
Language:
  • Fluency in both of English and Arabic, written and spoken;

Provide a sample report prepared by the applicant in the recent past.
Financial proposal: The financial proposal will specify a total lump sum amount and payment terms around specific and measurable (qualitative and quantitative) deliverables. Payments are based upon output, i.e. upon delivery of the services specified in the TOR. A breakdown of this lump sum amount (including travel, per diems) is to be provided by the IC candidate.
