PROGRAM DESCRIPTION:
ICAP manages a large HIV/AIDS capacity building and technical assistance programs in Mozambique with funding from the U.S. Centers for Disease Control. In collaboration with the Mozambican Ministry of Health, ICAP currently supports districts in 4 provinces of Mozambique: Maputo City, Nampula, Inhambane and Zambezia.
OVERALL JOB FUNCTION:
Reporting to the Clinical Systems Director, the Senior Manager for MCH, Pediatric HIV/AIDS and PMTCT Programs is responsible for the oversight and technical leadership of Pediatric HIV/AIDS and PMTCT programs as part of larger integrated Technical Assistance and Capacity-Building projects ICAP in four provinces in Mozambique. The Senior Manager will be responsible for the planning and strategy development, technical assistance to national counterparts, technical training of staff, and support to implementation of these programs. The role requires direct collaboration with the Mozambican Ministry of Health (MOH) and other national-level Technical Advisors to develop and expand ICAP-Mozambique’s Pediatric HIV/AIDS and PMTCT portfolio.
DUTIES & RESPONSIBILITIES:
Leadership and Technical Assistance
• Lead the development, strategic vision, program design, , and support to implementation of Pediatric HIV/AIDS and PMTCT programs as well as components of other MCH programs in the four provinces;
• Serve as part of the ICAP Program technical advisory team
• Serve as a Technical Advisor on national committees and working groups for MCH, PMTCT and Pediatric issues
• Collaborate with the MOH and other Technical Advisors on the development and expansion of the programs
Program Implementation Support Although not directly managing provincial teams, the incumbent will:
• Provide technical advisory to multi-disciplinary provincial teams
• Develop curricula and specialized technical training materials for MCH staff based upon current trends in the field.
• Develop programmatic assessment and monitoring tools
• Conduct relevant analysis of routine programmatic data for program improvement
• Assist in ensuring efficient and effective management of Pediatric HIV/AIDS and PMTCT programs
• Identify programs’ successes, challenges, and lessons learned; document these for internal use, and external audiences
• Contribute to ICAP technical presentations for national and international fora
REQUIREMENTS: KNOWLEDGE, SKILLS AND ABILITIES
• International public health program management experience in Sub-Saharan Africa; HIV/AIDS program experience preferred
• Experience and evidence of past results providing technical assistance to national counterparts
• Experience in developing high-level technical documents (national guidelines, protocols, manuscripts)
• Sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV infection
• Ability to work well with others and to develop and maintain relationships with project staff, donors, sub-contractors and other partners
• Ability to manage projects/activities, set realistic priorities and timelines, and follow through appropriately
• Experience working with US government donor agencies and familiarity with USG rules and regulations
• Strong capacity to manage multiple tasks and coordinate activities according to timelines
• Proven ability to maintain close counterpart relationships, both with the government and community
• Demonstrated flexibility and openness in responding to changing work priorities and environments
• Capable of working well under pressure
• Able to work independently with light supervision
• Excellent written and oral communication skills
• Computer skills in Microsoft Office Suite: Excel, Word, Power Point, Outlook, etc.
• Available to travel to rural areas
QUALIFICATIONS AND EXPERIENCE
• MD, advanced degree in Nursing, or advanced degree in closely related field;
• Master’s in Public Health or closely related field highly desirable
• Minimum eight years’ experience in the development, management, and implementation of programs, monitoring, and evaluation; preferably in the area of pediatrics, HIV/AIDS, PMTCT, and/or MCH
• Fluency in English and Portuguese or Spanish required
• Experience must reflect the knowledge, skills and abilities noted above
