BACKGROUND: In July 2011, the Republic of South Sudan emerged as a new nation challenged with the task of recovering from decades of civil conflict. Within this context, IRC South Sudan the IRC implements programs in Health, Protection, Women’s Protection and Empowerment, Environmental Health and Livelihoods in six field offices across five states.
SCOPE OF WORK: The Monitoring and Evaluation Manager is responsible for assisting Program Managers, Technical Coordinators and the Grants Unit in developing and maintaining sytems that measure program performance, including developing and implementing monitoring tools, preparing and executing evaluation plans and building the capacity of program teams to better track program performance.
This position reports to the Deputy Director for Programs and supervises a Monitoring and Evaluation Volunteer.
RESPONSIBILITIES: Program Performance Monitoring • Work with the program coordinators, grants unit and the Deputy Director for Programs to develop logical frameworks setting realistic and measurable targets for program proposals • Work with program coordinators, the grants unit and the Deputy Director for Programs to develop realistic and measurable monitoring and evaluation plans for program proposals. • In coordination with the Deputy Director for Programs work with program managers and coordinators to develop indicator tracking tools measuring program performance indicators as per donor reporting requirements. • Develop monthly indicator tracking sheets to allow program managers, coordinators and the Deputy Director for Programs to monitor program achievement on a monthly basis. • Advise and assist program managers and coordinators to design and implement appropriate evaluation methodologies, including surveys, as required by donors.
Data Management • Oversee the maintenance of centralized comprehensive indicator files for all active programs in IRC South Sudan.
Data Quality • Conduct monthly review of reports from field offices to ensure accuracy and quality before submission to grant office. • Conduct regular field visits to program sites to identify gaps in timeliness and quality of data reporting and work with relevant staff to address the gaps.
Capacity-Building • Provide support to IRC South Sudan program teams in compiling reports, stressing the importance of data quality, indicator-based reporting and analysis of trends and the achievement of program objectives. • Undertake training and follow-up mentoring to program teams to ensure the quality of data collection procedures in all IRC South Sudan programs.
REQUIREMENTS • Graduate degree in relevant field. Demonstrated qualifications and experience in design, monitoring and evaluation of humanitarian programs • At least 5 years experience working for an international NGO or equivalent in a senior monitoring capacity. • Ability to process and synthesize large amounts of complex data into readable and concise formats. • Excellent writing skills, experience in report writing preferred. • Excellent working knowledge of computer software packages • English fluency, clear communication and good interpersonal skills. • Able to work well both within a team and independently, in a challenging and fast-moving multicultural environment.
SECURITY and HOUSING: Security: The security level is yellow, relatively calm. Major concerns are common criminality, presence of armed troops, tribal violence. Housing: The position is based in Juba with 50% of the time traveling to the field offices. Lodging in Juba is an en suite room in the staff guesthouse. In field sites housing in individual tents or traditional huts with access to separate latrines and showers.
