Job Description:

Name of Position: Logistics and Operations Manager, Jonglei Food Security Program (JFSP)

Location: Bor, Jonglei State, South Sudan.

Responsible to: Chief of Party, JFSP.

Background

USAID FFP is funding a 3 year MYAP in Jonglei State from mid 2011 to support the role of the South Sudan government and address the root cause of household food insecurity in the state. CRS as lead of the consortium implementing the JFSP is undertaking a range of infrastructure activities in soil and water conservation to support expanded production by pastoralists and agro-pastoralsits and roads improvement to improve market access. The project has 8 field locations and will conduct program activities using FFA across eight target counties of Jonglei State. The Logistics and Operations Manager is a senior position responsible for managing and coordinating all operations, logistics and commodity staff within the Title II Multi Year Assistance Program consortium and program in Jonglei state, South Sudan. The overall goal of the program is to reduce food insecurity and vulnerability through strengthening agricultural and pastoral livelihoods. The position is based in Bor Town with regular travel being required to remote field sites throughout Jonglei state.

The following requirements will apply to this position:

Logistics, Operations and Commodity Management:

· Lead all logistics, operations and commodity management through developing various strategies to service hard to reach populations including pastoralists ;

· Establish teams, systems and procedures for all operations, logistics and commodity management functions in CRS for JFSP;

· Manage commodity and budgets, including tracking of financial and material resources.

· Ensure accurate and timely reporting of operations finances and progress status, review actual financial performance against the budget, and explain variances on a regular basis.

· Ensure staff compliance with all CRS administrative and operational procedures and policies, as well as applicable donor regulations.

· Ensure that vision and plans for the program are innovative and are in line with CRS, consortium partners policies and strategies;

· Ensure that program’s commodity and management activities are consistent with USAID priorities and policies;

· Oversee periodic compliance reviews of CRS staff and partner field implementation teams;

· In collaboration with program staff, provide guidance and commodity management oversight to ensure that lessons of sound practice are documented and disseminated;

· Collaborate with the program’s monitoring and evaluation staff to use data analysis as the basis for measuring performance, and ensure that M&E learning is incorporated into evolving management and commodity plans;

· Lead the delivery of quality training, technical assistance and administrative and financial support to all partner agencies, including the selection and coordination of consultants.

· Assist the CoP to ensure the implementation of the JFSP according to the proposal, budget, detailed implementation workplan, and agreement with the donor;

· Help manage the program budget in conjunction with CoP and Consortium members;

· Responsible for ensuring that the program is implemented according to design, quality standards and schedule;

· Work with CoP to make decisions about program modifications and changes in resource allocations as needed;

· Provide training and processes for quality control and management

· Ensure adequate staffing, CRS and partner levels to support food security activities by overseeing recruitment and development of training plans and materials;

· Assist CoP in guiding MYAP program implementation to ensure quality of services

· Ensure the timely preparation of narrative and financial reports for submission to the donor and internally;

· Ensure that internal and partner agency financial management and administrative capacities are developed during the implementation of the program;

· Conduct periodic reviews of staff performance in keeping with CRS’ performance management system and mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork.

· Other duties related to the implementation of the JFSP or assigned by supervisor.

This post-holder will be one member of a multi-national team. It is essential that the successful applicant demonstrates the capacity to operate effectively in a multicultural environment. The post-holder must be willing and prepared to work extended hours in difficult circumstances in remote and insecure field locations.

Supervisory Responsibilities: Directly supervises: Commodity Control Manager, Operations Manager and Program Security Coordinator.

Key Working Relationships:

Internal: Consortium Chief of Party, Commodity staff of SC and JAM, Commodity and/or Logistic Working Groups,

External: GoSS officials at all government levels, WFP.

Qualifications and Skills:

  • Minimum Masters Degree or equivalent experience in Economic Development, Agricultural Economics, Natural Resources Management, Public Health, Development Studies, International Relations or other relevant field required;
  • Minimum 5 years of progressively increasing management responsibility in developing countries;
  • Prior management of USAID funding required; knowledge of Title II policies and procedures preferred;
  • Proven leadership and interpersonal skills and ability to build and motivate diverse and talented teams;
  • Experience with participatory methods and partnerships required.
  • Public relations skills required;
  • Proven ability to think strategically;
  • Flexibility to work both in a team and independently;
  • Cultural sensitivity, patience and flexibility;
  • Demonstrated personal accountability and driven to serve others;
