International Business & Technical Consultants, Inc. (IBTCI), a U.S.-based international development consulting company, is seeking an international IT and Evaluation Expert for a final evaluation of a USAID program in Jordan. The evaluation will assess organizational and technical development of a national level ISP-like organization that supplies software and information processing services. The purpose of establishment of the organization is the incorporation of major water management (domestic, irrigation and sewerage) agencies into one, modernized information management system. The period of performance is expected to be over about 10 weeks starting in mid to late January, with total LOE at 40 days including up to five weeks in Jordan.
RESPONSIBILITIES
Conduct site visits, interview stakeholders, implementers, and beneficiaries, liaise with donor agency and government staff, prepare and submit a final evaluation report.
QUALIFICATIONS
• Undergraduate degree in Information Technology (IT) and the organizational development of information management systems (hardware, staffing, and organizational structure). Academic training in the assessment or evaluations of executive information management systems is a plus.
• Ten (10) years of progressive and related experience in IT master planning projects and implementation of IT projects in the public sector, preferably in the water sector.
• Past experience in monitoring and evaluation of similar projects, experience with USAID and other donor-funded projects preferred.
• Past experience in general IT issues facing the implementation of IT projects in public sector related entities with specific experience in Jordan or the Middle East.
