Background
Smallholder development under the oil palm component of the Vegetable Oil Development Project (VODP) started implementation with signature of the tri-partite agreement in mid-2006 by the Kalangala Oil Palm Growers Trust (KOPGT), Oil Palm Uganda Ltd (OPUL) and the Government in mid-2006.
The project is a joint effort to develop 10000 ha of oil palm plantations on Bugala Island, of which 6500 ha are to be managed by OPUL and 3500 ha are on farmers land. IFAD funding for smallholder oil palm development is • provided through VODP to KOPGT, which is responsible for distributing the inputs supplied by OPUL and providing technical backstopping to farmers along with advance cash payments planting and maintenance. IFAD makes direct payments to OPUL for inputs. The total value of the inputs and the cash payments received by farmers constitute the loans they have received for oil palm development, and these cash values are recorded by KOPGT as loans to farmers.
To realize its mission, KOPGT maintains a lean secretariat on Bugala Island (Kalangala), Uganda and now intends to strengthen the human resource capacity at the Secretariat by recruiting the following; (1) Finance and Administration Manager, (2) Field Operations Manager, (3) Credit Manager, (4) IT officer and (5) Logistics Officer. KOPGT has a five working day schedule but sometimes may require staff to work overtime to beat deadlines. All the positions are based on Kalangala Island.
Position: Information Technology Officer
Reports to: Finance and Administration Manager Duty Station: Kalangala Island MAIN RESPONSIBILITY
To plan for and manage KOPGT’s ICT requirements to allow for efficient and effective execution of all operations.
GENERAL RESPONSIBILITIES
1. Provide advice on establishing and implementing of the Secretariat’s ICT hardware, software and security policies.
2. Put in place controls to minimize ICT risks including help desk services, data backups and access controls.
3. Implement and maintain the Secretariat’s ICT network.
4. Provide training and advice as required to users and KOPGT staff on information systems to ensure that they make the best use of systems.
5. Prepare ICT department year planner in line with budget estimates given and the KOPGT’s strategic plan.
6. Contribute to the development of the Secretariat’s strategic and business plans.
7. Ensure smooth flow of work in the ICT department.
Requirement:
DESIRED QUALIFICATIONS
1. Bachelor's degree in Computer science or related field.
2. At least 3 years experience in systems development and ICT related activities.
3. Certification in CCNA, MCSE, IT ESSENTIALS or any other related qualification will be an added advantage
KEY COMPETENCIES
1. Good knowledge of ICT and ICT systems and knowledge of Project operating system.
2. Ability to proactively see ICT solutions to business problems.
3. Team player with high level of integrity and good interpersonal skills

The assignment shall be initially for a period of two years, with a probation period of six months, which may be renewed subject to satisfactory performance.
