Org. Setting and Reporting

This post is located in the Humanitarian Response Fund/Donor Relations Section, in OCHA South Sudan. The post is based in Juba, with frequent travelling to other field locations in South Sudan. The incumbent reports to the Head of Office through the Head of the Humanitarian Financing /Donor Relations Unit and work closely with the Field Coordination and the IM Units.

Responsibilities

Managing the monitoring and evaluation of humanitarian assistance in South Sudan: • Overall responsibility for the evaluation strategy and its successful implementation • Ensure coherence of the evaluation strategy with the Code of Conduct from Evaluation in the UN (UNEG, 2008a) and with directions given by the Evaluation’s Steering Committee to be established by the IASC. • Establish strong working relations with all relevant OCHA units, incl. Funding Coordination, IM Unit, field coordination and relevant Clusters. • Provide evidence based analysis to inform decision making at the operational and policy levels of the CHF, particularly at the level of the strategic priorities defined in CAP. • Monitor progress and effect of the humanitarian response against the strategic priorities as well as promote and support quality assurance of CHF funded projects. • Support the Clusters to monitor the progress and effect of the CHF funded projects and their coherence with the cluster response plans defined in the CAP. • Facilitate that cross cutting issues are monitored by all stakeholders at all levels.

Ensuring quality and accountability of monitoring: • Ensuring the standards and systems used to deliver quality and accountable services and monitoring reports include information on levels of compliance achieved against standards and indicators. • Analysing lessons learned for quality and accountability. • Promote monitoring, evaluations and audits as means of guiding and supporting agencies implementing CHF funded projects. • Propose and facilitate external reviews/evaluations as agreed by the clusters and the HCT. • Support agencies and clusters to seek innovative methods for remote management and monitoring to improve accountability.

Networking: • Establish strong working relationships with key actors in other agencies dealing with monitoring and evaluation and indicators in order to facilitate effective collaboration and communication.

Information Management: • Oversee the design of the OCHA database for CHF projects and facilitate its establishment. • Liaise with Clusters to provide and access data. Aggregate data across clusters. • In close collaboration with OCHA’s IMU develop visual products and maps in order to provide an effective service to cluster members and the humanitarian community as a whole (incl. webpage updates).

Provision of technical support to the Clusters: • Facilitate the establishment of a standardised M&E methodology across the clusters. • Provide technical support to each of the Clusters to monitor and evaluate the defined Cluster objectives and specific CHF success indicators and targets. • Provide technical support/guidance to the Cluster Co-Chairs and Cluster M&E Officers to develop simple and value-adding monitoring strategies and tools.
• Provide technical support/guidance to the Clusters in the identification of current monitoring methodologies used by the Clusters and identify good practices.
• Provide technical support/guidance to the Clusters in monitoring and reporting responsibilities ensuring coherence with existing reporting requirements.

Reporting:
• Together with Field Coordination and IMU, take the lead in organising the review of progress and effect of the CAP in order to define the CHF priorities for its first allocation round. • Feed in to the CHF Unit’s efforts to provide quarterly or other evidence based analytical reports to donors and the humanitarian community on the progress and effect of the CHF.

Education

Advanced university degree (Master’s degree or equivalent) in political science, social science, public administration, international studies, economics, statistics, project management or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area. Experience in project management including monitoring and evaluation is required. Experience managing evaluation of humanitarian assistance is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post fluency in English (both, oral and written) is required. Knowledge of Arabic is desirable.

Assessment Method

Evaluation of qualified applicants may include an assessment exercise, which may be followed by a competency-based interview.
