BACKGROUND: The OCHA South Sudan Humanitarian Financing Unit (HFU) is responsible for supporting humanitarian financing activities within the humanitarian community in South Sudan, in particular the establishment and management of the Common Humanitarian Fund (CHF) for South Sudan and the Central Emergency Response Fund (CERF). The Unit supports all CERF related activities at the country level. The Unit further plays a key role in supporting the Humanitarian Coordinator (HC) in the allocation processes for the CHF for South Sudan within the Fund Management Unit (FMU) (which is a joint OCHA UNDP unit established to manage the CHF). The Fund Management Unit (FMU) serves as secretariat to the CHF Advisory Group.

ORGANIZATIONAL SETTING AND REPORTING RELATIONSHIPS: The Humanitarian Affairs Officer / Common Humanitarian Fund Manager will serve as the Head of the Humanitarian Financing Unit (HFU) within United Nations (UN) Office for the Coordination of Humanitarian Affairs (OCHA) South Sudan. The incumbent reports to the OCHA South Sudan Head of Office (HoO). Within the delegated authority, s/h will be responsible for the following duties:

RESPONSIBILITIES: Provide analysis and advice to the HoO and the HC on fund management policies, strategic priorities, and key humanitarian challenges in relation with the CHF and the greater humanitarian aid system; Manage the Fund Management Unit (FMU) team ensuring adequate integration between the UNDP and OCHA roles and responsibilities; Coordinate the Fund Management team ensuring all necessary support to the HoO, the HC, the CHF Advisory Board and partners; Ensure the development and implementation of the South Sudan CHF strategies endorsed by the Humanitarian Country Team (HCT), in consultation with the Humanitarian Coordinator and OCHA HoO; Ensure close coordination with the OCHA Emergency Preparedness and Response Unit for humanitarian funding prioritisation; Ensure necessary coordination with other sources of funding in particular with CERF, bilateral funding, other pooled funds currently operating in South Sudan, and other key humanitarian donors; Conceptualize and coordinate development of CHF guidelines and allocation procedures in accordance with and in support of the Consolidated Appeals Process (CAP); Ensure stakeholders common understanding of guidelines and procedures; Ensure adequate training and orientation to all stakeholders of the CHF process aiming at a client oriented service delivery; Leading and coordinate the development of both HFU and FMU work plan ensuring coherence with OCHA and UNDP strategic planning; Ensure the involvement of OCHA South Sudan units and field offices in the CHF allocation process and support field offices as required; Represent the HFU and the FMU in the Humanitarian Country team or other internal and external meetings, including specific meetings with CHF donors; Liaise and represent the CHF with contributing donors in country and outside the country; Supervise planning and implementation of the allocations ensuring adherence to the HC decisions in coordination with OCHA HoO; Oversee the organisation of the allocation process in strict coordination with national cluster coordinators, ensuring appropriate support to State clusters and partners; Monitor the implementation of CHF procedures and guidelines; Conceptualize and oversee the development of appropriate project monitoring and evaluation tools in accordance with the guidelines in consultation with cluster coordinators and monitoring staff.; Facilitate the coordination with all stakeholders (HC, Donors, UN Agencies, Non- Governmental Organizations (NGOs) partners, clusters) with regards to the progressive improvement of monitoring and evaluation activities; Ensure regular and effective reporting systems for the funds managed within the Funding Unit (CHF, regular reporting and annual report and CERF annual report); Analyze monitoring results in order to identify problems and issues to be addressed and propose corrective actions; Liaise/coordinate with UNDP departments (including the Administrative Agent function) ; Develop and ensure implementation of project cycle management tools aimed at ensuring the most appropriate follow up on projects; Provide regular update and report to the HC, the OCHA HoO, the CHF Advisory Board, local authorities and the humanitarian community as a whole on project implementation and financial status of the fund; In collaboration with the HoO supports resource mobilization strategies and donor relations; Coordinate the establishment of a CHF communication strategy ensuring the progressive development of specific tools; Support the OCHA HoO and the HC in the CERF allocation process in terms of definition strategy, criteria and guidelines; Facilitate and coordinate the preparation and submission of CERF project proposals and annual report; Follow up humanitarian funding and provide analysis on funding trends to the HoO; Provide update funding information to Financial Tracking System (FTS) Geneva; Provide timely information to the OCHA South Sudan Communication Unit, on pooled funding and humanitarian funding status for the routine report; Promote information sharing and coordination with relevant OCHA Headquarter sections (in particular the Coordination and Response Division (CRD) and Funding Coordination Section (FCS); Performs other duties as required.

PROFESSIONALISM: Sound knowledge of and exposure to a range of humanitarian assistance, emergency relief and related protection issues, to include approaches and techniques to address difficult problems; Strong analytical capacity and in particular the ability to analyse and articulate the humanitarian and protection dimension of issues which require a coordinated UN response; Ability to identify issues and to use sound judgment in applying technical expertise to resolve a wide range of problems; Strong research skills, including ability to evaluate and integrate information from a variety of sources and assess impact on the humanitarian and protection situation in assigned country/area; Ability to work under pressure, on occasion in a stressful environment (e.g. civil strife, natural disasters and human misery); Ability to provide guidance to new/junior staff; Take responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Qualifications & Experience

EDUCATION: Advanced university degree (Master's degree or equivalent) in business administration, political or social science, international studies, or other related field required; A first-level university degree (Bachelor’s degree or equivalent) in with relevant progressively responsible extensive professional experience (at least 9 years) in a related area may be accepted in lieu of advanced university degree.

WORKING EXPERIENCE: A minimum seven (7) years of progressively responsible professional experience in project and/or programme and fund management, accountability frameworks, humanitarian affairs, crisis/emergency relief management or in a related area, of which at least two at the international level; Experience in humanitarian emergencies at the international level and computer literacy (MS Office) is required; Experience and/or familiarity with UN institutional mandates and policies, and core UN guidelines related to humanitarian affairs is desirable.

LANGUAGE: For this position fluency in English both oral and written) is required; Knowledge of Knowledge of Arabic is desirable.
