Job Purpose Under the direction of the Director of Human Resources to manage the human resources systems providing effective, efficient and qualitative human resource management for the country programme, managing directly- the Human Resources team in Juba and technically supporting the HR teams in the Area Programmes; building the capacity of the HR team and establish robust HR policies and practices in line with global HR good practices to ensure legal compliance and maximum staff retention.
Key Accountabilities • Ensure effective human resources systems are in place and implemented throughout SCiSS • Provide HR technical support and advice to line managers on the interpretation and implementation of the full range of Save the Children’s HR policies and procedures. • Identify HR strategies to enable SCiSS country strategy and to create ongoing improvement in HR systems and practices • Develop effective induction processes to ensure staff are aware of the SCiSS values and strategy, policies and practices relating to their employment. Establish evaluation procedure for monitoring the effectiveness of the induction process and feedback to line managers. • Ensure high level of confidentiality regarding personnel data and ensure that all employee information is kept up to date, is complete and held in a secure place. • Manage and motivate the human resource team in Juba, ensuring that they have clear objectives and receive meaningful feedback and mentoring on their performance. • Produce high quality reports on human resource statistics and activities within agreed reporting schedules for SCiSS Director of HR for decision making • Support the Director or Human Resources in developing and implementing policies and procedures that support staff health, safety and wellbeing. • Support the member of Senior Management Team (SMT) with representation to governmental, UN, INGO, partners and donor agencies as appropriate. • Conduct regular field trips to project offices to monitor and review Human Resource and administrative procedures and assist project staff, where appropriate • Comply with all relevant Save the Children policies and procedures with respect to Code of Conduct, Child Safeguarding Policy, Whistle blowing Policy, Fraud and Dishonesty policy, Health and Safety, Equal Opportunities and other relevant policies. • Contribute to strengthen coordination and collaboration within teams and across all teams, maintain and ensure constructive communications, build team morale within individual teams and within the whole organisation, contribute to a positive working environment
