THE DRC PROGRAMME IN DR CONGO
The Danish Refugee Council (DRC) has been present in Eastern DR Congo since 2009. Areas of engagement have covered protection, education, WASH and a variety of livelihood activities. The country office is based in Bunia, Ituri district and has sub-offices in Dungu and Faradje, Haut-Uele district, Province Orientale.
The overall objective of the programme in Eastern DR Congo is to provide protection and support durable solutions on the basis of human rights and humanitarian principles of the displaced and conflict affected populations in DRC.
The Danish Refugee Council works to achieve three immediate strategic objectives in DR Congo:
The safeguarding, restoration and development of livelihoods among the crisis-affected population in Danish Refugee Council’s area of operation are protected and strengthened on the basis of their own resources and capacities;
The Institutional and organisational capacities that can promote democratic, accountable and transparent governance conducive for the peaceful handling of conflict and promotion of recovery processes are strengthened;
The crisis-affected population in Danish Refugee Council’s area of operation has safe access to meet subsistence needs in accordance with relevant standards, and local emergency response capabilities are strengthened.
DRC is looking for a person, who has the ability to work and feel confident in working within the different scenarios of acute crisis, displacement and durable solutions simultaneously.
Presently DRC implements three Pooled Fund projects in the Faradje area of intervention within the areas of protection, WASH and Food Security, as well as a SIDA project. The current SIDA project ends ultimo 2011, and a new SIDA project is expected to initiate in January 2012. Other donors to DRC are currently UNICEF, WFP and own funds.
DRC plans to establish presence in Kinshasa some time in 2012 in order to support the operations in terms of advocacy work, fundraising, general co-ordination and for administrative purposes.
MAIN DUTIES AND RESPONSIBILITIES
Under the supervision of the country director, the HoB for DRC Faradje is responsible for overseeing implementation and monitoring of DRC programs in the area, writing proposals and developing concept papers, supervision of international (currently three) and local staff (approximately 60), and preparing reports.
He/she represents DRC vis-Ã -vis local authorities, donor representatives, international organisations and NGOs in the area of operation. The HoB is responsible for security planning and implementation of security precautions in the area of operation in co-ordination with DRC’s focal point for security and the Country Director. Under the supervision of respective country and regional managers the HoB has the financial, administrative and logistics responsibility of the DRC program in the area of operation.
The HoB refers to the country director on all programme and security matters. In respect of administrative and financial matters the PM reports to the Regional Head of Administration and Finance (based in Kampala), and in respect of logistic matters he/she co-ordinates closely with the logistic manager based in Bunia, either directly or through the logistician attached to the Faradje Office.
SIMULTANEOUSLY, the HoB will have the direct supervision of a SIDA project running from January – December 2012. The project has the following objectives:
• Farming practices and small-scale rural businesses, including on-the-job or vocational training, are enhanced
• Objective 2: IDPs, returnees, host communities, those wishing to return or relocate and those wishing to integrate locally, are aware of their rights and have started to claim them
• Objective 3: Returnees and receiving communities are assisted in making return sustainable
QUALIFICATIONS AND SKILLS
• Excellent knowledge of French and English
• Relevant Educational Background, at least at Bachelor Level (or equivalent)
• At least 8-years of hands-on working experience from similar job(s
• Experience from humanitarian and/or development work
• Working experience from French-speaking Africa is considered an asset
Personal and inter-personal skills
• Humanitarian motivation
• Strong sense of responsibility
• Ability to work independently while at the same co-operate with other staff members as well as beneficiaries in a participatory manner
• Sensitive to cultural differences
CONDITIONS
Duty station: Faradje, Haut Uele, North-Eastern Democratic Republic of Congo (non-family duty station) And in Bunia, when required for meetings, etc.
Contract: Salary and conditions are in accordance with the Danish Refugee Council’s Terms of Employment for Expatriates (available at www.drc.dk under Vacancies) and include 5 weeks of holidays per year and Rest and Recuperation (5 days every 9 weeks). The HoB will be employed at level B3.
Job start: 1. February 2012 (or as soon as possible), one year contract – with the possibility of extension, subject to funding
