Job Purpose
The Food Security and Livelihoods Advisor ensures the quality of Save the Children’s FSL programmes in country, providing technical advice to ongoing programmes across the country, as well as having a key role in livelihoods strategy development, country strategy development and programme development, for SC’s engagement in South Sudan.
The post-holder also engages on policy development and advocacy, particularly relevant in the context of a new country of South Sudan. National level coordination in FSL is also a key aspect of this post, as well as national and global learning on FSL
Key accountabilities
• Design and lead livelihoods strategic planning for the programme, and oversee monitoring, evaluation and analysis for learning and development. Undertake regular assessments/situation analysis and commission research, to continue to develop the FSL strategy for short and long-term interventions within the framework of overall organisational goals. • Ensure quality of community and regional level responses and suggest improvements as needed. • Develop new programmes and high quality proposals for funding, including on new areas of Urban FSL and social protection. Ensure that programmes are developed with the participation of children, and in cooperation with communities, taking into account local and national authorities and are founded on quality analysis. • Design and lead analysis of the food insecurity situation in South Sudan, including an overview of malnutrition, food insecurity, and poverty affecting children, and the range of institutional responses to the situation. Design and lead analysis if household economies and the social and political causes of acute and chronic food insecurity and malnutrition, to support programme design and advocacy. • Lead national representation and policy/advocacy with government, donors and other key stakeholders on FSL/poverty related policy, including social protection, food security information systems and national responses to child malnutrition. • Identify learning and training opportunities for Save the Children staff and partners, and work as a mentor or coach with key staff in line with staff development goals. Identify capacity building requirements in field teams so as to assure future programme quality and design capacity-building plans for these needs and future FSL directions/approaches. Look for opportunities for experiential learning for all FSL staff. • Aid in the recruitment of FSL technical staff, according to existing and new programme needs • National level coordination with FSL Cluster, National Government, UN Agencies, State Government and other NGOs and agencies. Ensure thorough knowledge in SC of government policies, other agencies learning and direction and sharing of SC experience. • Coordinate and develop linkages with other sector staff in Nutrition, Health, Education, Child Protection and Child Rights Governance to ensure internal coordination allowing maximum positive impact of SC programmes on children’s lives. • Facilitate communication, exchange of ideas, information and reporting on FSL to enhance cross learning and impact of programmes. • Keep abreast of good practice and policy issues regarding FSL in South Sudan and globally, translating this into programme design and adaptation. • Design research to inform new programming and recruit/commission research teams. • Any other duties as identified.
