IRC is seeking a qualified South Sudanese national for the position of:
Job Title: Finance/HR Officer
Duty Station: Rumbek, Lakes State
Main Purpose of Job:
Under the supervision of the Field manager, the Finance/HR officer will be responsible for cash disbursement, against approved financial documents and prepare payment request form, coding of the transaction etc for IRC Rumbek office. The scope of work for this position includes but not limited to the following:
Main Duties:
Finance
- Thoroughly review all financial documentations and ensure they are fully completed as per IRC financial policy before releasing the payment.
- Ensure all payment requests are approved by the authorized personnel per authority delineation chart.
- Prepare payment requests, cash disbursement vouchers and ensure adequate filing of all pertinent forms, attachments and supporting financial and administrative documents.
- Prepare cash flow analysis, expenditure reports and data entry for the Rumbek cash book.
- Be responsible for cash disbursement to suppliers, contractors and program staff against approved documents according to authority delineation.
- Prepare and process day to day financial transactions in keeping with IRC policies and procedures.
- Assist in the collection of financial needs for the office each week in accordance with the program and operations needs as established at the end of each week.
- Be responsible for documentation, preparation of cash disbursement voucher for all cash transactions related to Rumbek office books.
- With the field manager make physical cash count on a weekly basis or every time as requested by the Field manager.
- Ensure all transactions comply with IRC accounting policy, Donor restriction and generally accepted accounting principles.
- Maintain confidentiality of all financial and other job related information.
- Keep safe custody of the cash box .
Human Resources
- Ensure proper documentation and prompt filing of all personnel files and documents.
- Support the Field manager in the recruitment process for all national positions.
- Registering all national vacancies with Labour Dept/Ministry and posting job advertisements, ensuring that all posts are advertised both internally and externally to IRC.
- Monitor and update recruitment tracking system in accordance with all actions and progress in respect of all sites
- Ensure all national staff employment agreements are signed and that copies are sent to Juba office
- Develop and maintain an effective tracking sheet identifying end date for probationary periods, ensure probationary evaluation forms are sent to respective supervisor(s), Completed and returned, and appropriate correspondence sent to those staff Completing probationary period
- Familiarize all new staff with HR policies and practices
Qualifications, Skills and Experience:
- Formal training in Book keeping and Accounts is a MUST.
- At least 3-5 yearsof prior professional experience in a similar post.
- Knowledge and experience in HR will be an added advantage.
- Fluency in spoken and written English required.
- Operational knowledge of Microsoft Office software, especially Excel.
- Ability to maintain a highest degree of discretion
