TERMS OF REFERENCE: EVALUATION OF EDUCATION PROGRAMME ZAMBEZIA PROVINCE Concern Worldwide, Mozambique
BRIEF BACKGROUND AND SUMMARY OF THE PROJECT Mozambique is one of the poorest Countries in Africa, currently ranked 184 on the UNDP Human Development Index. Food insecurity is widespread due to low crop yields, lack of income and assets, underdeveloped markets, and poor access to facilities. The country is highly vulnerable to natural disasters and is regularly affected by seasonal flooding.
Levels of educational attainment in Mozambique remain low. This is particularly marked in remote rural areas, where problems of access and quality are significant. Over the past few years, opportunities for children to go to school have improved considerably, however the quality of education remains a challenge and dropout rates are high. Nearly half of primary aged school children drop out before grade 5. Many schools do not have access to adequate water and sanitation facilities and lack basic facilities such as chair and desks. Poverty and AIDS also compromises educational attainment as children of the poorest families or those affected by HIV and AIDS are more likely to drop out compared to their wealthier or healthier counterparts.
Since 2006 Concern Worldwide has been implementing an EC funded Primary Education in 2 Districts of Zambezia Province. The overall Objective of the programme is to improve the quality and access to primary education in rural and remote areas of Zambezia Province, Mozambique.
The project aims to achieve this through: 1. Increasing the capacity of parents/guardians and school councils to achieve their right to effectively participate in school management 2. Increasing the capacity of the Government education authorities to effectively manage their obligations at District and Provincial level 3. Bring about significant improvement in the level of integration of HIV/AIDS awareness, prevention and mitigation in the education system 4. Increase coordination and effectiveness of Civil Society actors involved in Education at District, Provincial and National level.
OBJECTIVES OF THE EVALUATION
The overall objective of the final project evaluation is to: obtain an objective and independent analysis of the programmes implementation and achievements against the proposed objectives and expected results. The analysis should be defined in terms of relevance, effectiveness, efficiency and impact.
Specifically the Evaluation will
a) Review the implementation of the project against planned activities and results b) Assess the effectiveness and impact of the programme in meeting the specific objectives and results defined in the proposal and logframe c) Assess how far the project has contributed to the overall goal outlined in the proposal and logframe d) Identify good practices and opportunities that could be replicated or scaled up and make recommendations for Education programming based on the evaluation findings
GENERAL RESPONSIBILITIES
The evaluation should cover the following specific activities: 1. The methodology will include a combination of data collection, direct observation, interviews with key informants and focus groups, meetings with he District and provincial Ministry of Education, discussion with key project staff, stakeholders and beneficiaries. 2. Review available project documents and data and results from previous evaluations and reviews; 3. Present initial findings and recommendations to the programme team 4. Final evaluation reports and summary report
Timeframe: It is expected that the evaluation will need 11 days in total based on effective results and budget availability. The evaluation will take place in February – March 2012.

QUALIFICATIONS • Advanced university degree in Education; • Extensive experience in developing and implementing M&E activities for development projects at the international level, including field work; • Previous experience with Education related projects; • Fluent in English and Portuguese; • Previous experience in Southern Africa would be a bonus .
