for the ‘Enhancement of Procurement Capacity of Local Government Authorities (LGA)’ project
About the project
The project will provide support to the Tanzanian Government for improvement of procurement capacities of Local Government Authorities (decentralized level) through :
1. Measures to enhance the capacities of central institutions responsible for LGA procurement capacity building and oversight
2. Support to government institutions and procedures for monitoring and supervising LGA procurement performance
3. Measures to strengthen the ‘demand’ for better LGA procurement performance, through support to civil society and media oversight of LGA procurement
4. Action research to inform policy dialogue with the Tanzanian government on improvement and reform LGA procurement practices
About the role
In cooperation with the National Project Manager you will manage and coordinate the implementation of all activities under the project. You will also serve as the overall advisor working with the Tanzanian Public Procurement Regulatory Authorities and Prime Minister’s Office on technical and policy issues during project implementation.
About you
You are likely to have a Master Degree in public administration, political science, economics or other relevant field. You’ll certainly have at least 10 years of international experience in capacity building, public procurement, decentralization and local government reforms and at least 8 years of experience in the full cycle of project and/or development programme management. You’ll also have strong experience of policy analysis and facilitation of multi-stakeholder dialogue and partners.
Highly organised with an excellent command of English, you’ll have negotiating and report writing skills as well as the ability to develop effective interpersonal relationships.
You’ll ideally be familiar with BTC and Governement of Tanzania project procedures.
