Information Communications Technology (ICT) Manager Danya International
LOCATION: Addis Ababa, Ethiopia
BACKGROUND Danya International is currently seeking candidates for a proposal to USAID Ethiopia to implement a five-year project entitled Finance and Business Services (FaBS). Financial and business service providers play a critical enabling role in any economy, even more so in developing economies such as Ethiopia. The intermediation roles of these actors are crucial to broad objectives of economic growth, poverty reduction and food security in Ethiopia in general and in the agricultural sector in particular.
Ethiopia, and the private sector in particular, now face the challenge of not only continuing the growth rates of the past decade, but to do so in a more inclusive, diversified framework while managing to hold inflation and broader macroeconomic instability in check. No small task for a country facing severe capacity gaps at every level, both public and private. Achieving these goals will require a focus on building the competitiveness of the private sector. While government has long maintained an objective of rapid technology adaption as an impetus for development, the type and absorptive capacity of the economy to fully utilize technology is linked to broad range of factors – including an enabling business environment in which the legal/contract enforcement regime encourages longer-term investments, a developed framework for Business Development Services (BDS) providers, as well as a system of chambers and business associations that can effectively advocate for necessary reforms and deliver services to their membership.
SUMMARY SCOPE OF WORK The ICT Manager will provide technical leadership and implementation oversight for all of FaBS’s evidenced-based ICT interventions. The position will be responsible for managing the development of the FaBS knowledge management portal, support the use and integration of multiple project hardware and software technologies, build the technology capacity of FaBS project staff, and work with project teams to identify and implement high-impact ICT interventions to increase overall project outcomes.
RESPONSIBILITIES Leadership Provide strategic leadership and vision in the use of ICT for social impact.
Represent Danya before stakeholders and oversee the implementation of activities throughout Ethiopia.
Establish and maintain a productive relationship with key stakeholders, including government officials, NGOs, and community groups for smooth implementation.
Management
Work collaboratively with FaBS project staff and Danya regional staff to ensure proper financial projections, reporting, spending, and compliance with project terms and conditions.
Ensure all ICT deliverables are met on time and of high quality.
Promote and support the dissemination of best practices among the project teams.
Ensure the quality of the technical deliverables of ICT consultants and programmers.
Contribute to timely, accurate, and appropriate reporting of program activities and results to the donor, including progress reports and annual reports.
KNOWLEDGE, SKILLS, AND ABILITIES
BA degree and 6 years of experience or equivalent combination of experience and education. Postgraduate-level training preferred.
Significant experience in design and development of technology solutions to increase international development project impact with a preference for food security activities
Design and management experience with Web-based, database, and mobile applications
Ability to lead the ICT technical approach across multiple activities
Excellent interpersonal, writing, and oral presentation skills
Strong change management, results-oriented, and decision-making skills
Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform
Fluency in English
Ability to travel nationally and internationally
Work collaboratively with other project team members to ensure necessary program planning, development, resource availability, and management activities function smoothly and efficiently
A team player accustomed to building team capacity, delegating working teams, and developing communities of learning among host country partners and counterparts
PREFERED QUALIFICATIONS
Project work experience with open-source technology
Experience developing successful, replicable, and sustainable projects
Expertise in research to practice – identifying best practices and adapting them to program realities.
