General Description of the Programme:
GOAL has been working in Ethiopia since 1984 implementing a range of activities in its programmes in Humanitarian Response, Rural Development and the street children. The Humanitarian Response Programme focus on nutrition intervention activities, working with the ministry of Health to monitor the nutrition, health and food security status with its current intervention areas in Oromiya, SNNPR and Amhara Region.
The Rural Development Programme focuses on health, education, nutrition and WASH, with particular emphasis on integration of activities and community participation as a core feature of activity in Sidama, Borena and West Hararghe Programme Offices.
The Street Children programme which is located in Addis works with on and off street children by focusing on the strengths of children and young people and through partnership building, collaboration and networking with various stake holders, the programme supports diverse community structures and initiative through approaches that are Street and Care focused. Cross cutting issues include gender, the environment, child protection and HIV/AIDS. GOAL Ethiopia utilizes a strengths based approach to all development activities.
The GOAL Ethiopia Rural Development Programme is a multi-disciplinary, multi-annual and multi-donor programme operating in six Woredas. Sectoral intervention areas are WASH, Health, HIV/ AIDS, Livelihoods and Agriculture and Education with cross-cutting themes including gender, child protection and community participation.
General Description of the Role: The Financial Controller is responsible for the financial management, internal control systems, and reporting requirements of the organization. In particular the successful candidate will ensure timely submission of monthly reports to GOAL HQ Dublin comprising the Management Accounts, Donor Status Reporting and other reports as required and also ensure timely submission of required donors reports, statutory reports and other ad hoc reporting to relevant authorities. As a key member of the senior management team, the Financial Controller will contribute to the overall development and running of the country programme.
Key Duties:
Report directly to Country Director and to the Chief Financial Officer in Dublin HQ; Line manage and build the capacity of the GOAL Ethiopia finance team, including all Roving Finance staff and field site Finance/Logistics/Admin staff; Ensure compliance with accounting procedures and policies and actively monitor internal controls to minimize risk to the organisation. In particular ensure appropriate cash management procedures are in place and operating effectively; Ensure proper financial systems are in place and implemented to record and report field and head office expenditure; Responsible for cash management and control of cash flow, liaison with banks; Manage the monthly Management Accounts process and Donor Status Reporting to GOAL Dublin, with adherence to strict monthly reporting deadlines; Financial reporting to donors; to include the financial review of donor proposals and donor budgets; Ensure cost allocations basis among donors are reasonable; Monitor and ensure project and administrative spending are all in line with agreed budgets, identify potential project under or over-spends via GOAL Budget Monitoring Tools (BMTs) and liaise with Dublin HQ as to the required action needed (e.g. no-cost extensions, budget re-allocations, etc); Manage process for annual and quarterly rolling budgeting in cooperation with the Senior Management team, for submission and approval at Dublin HQ. Maintain and improve information systems – develop the accounts/financial information maintained on the field’s accounting package and field financial manuals; Maintain and update GOAL Ethiopia’s field supplement finance manual, including a summarized and simplified finance and logistics manual for use by project managers and other field based staff; Support and facilitate the annual external audit;
Requirements: Qualified accountant. ACA, ACCA, CIMA, CPA or equivalent; Existing holder of an Ethiopian work permit is desirable; At least five years overseas experience in a large and complex programme At least 2 years at a senior management level; Experience in dealing with institutional donors such as OFDA/ USAID, ECHO and DFID Excellent interpersonal, motivational and management skills; Excellent analytical and writing skills; Strong experience liaising with governmental / local authorities and other NGO’s.
