Since year 2008, IRC Ethiopia has been implementing a program entitled as Emergency Rapid Response in Ethiopia, with funding from USAID/OFDA in response to recurrent crises situation that Ethiopia facing by drought, flooding, outbreaks of disease and displacement as a result of conflict.
The Rapid Response program designed with the aim of providing disaster affected communities in Ethiopia with: basic relief materials, safe drinking water and adequate sanitation to disaster-affected communities and promoting safe hygiene practices to disaster affected communities in Ethiopia and mitigate risk of abuse and exploitation and improve response systems to sexual assault in disaster and conflict-related emergencies.
The rapid response so far assisted the drought affected people in Oromia and Somali Regions ; implemented Acute Watery Diarrhea (AWD) response in Oromia, Afar and SNNP regions; reached flood displaced in Gambella, Somali, SNNP, Amhara and Afar regions and conflict displaced in Gambella and SNNP regions.
IRC Ethiopia is looking for a consultant to document ERR interventions in Ethiopia. The consultant is expected to produce a report to be presented to donors and other partners documenting and evaluating ERR interventions.
The consultant will prepare a draft document and submit it to IRC Ethiopia for review. Upon receipt of comments the consultant will revise and submit a final version of the document.
Deliverables
Desk Review
• Review ERR project documentation including project reports. • Review existing relevant records, proposal and government and sub-grantee reports
Field Visit
• Visit field sites where ERR interventions have been implemented by IRC under current grant and over the past years; interview members of the Water Management Committee (where relevant), NFIs beneficiary women and members of the community and conduct focus group discussions. • Meet with government partners (woreda and zonal level; Water and DPP offices) to discuss project performance and impacts.
• Meet with and discuss with sub grantees. • Meet with and interview IRC project staff.
Documents
The consultant shall produce the following documents:
• A powerpoint presentation, maps that visually outline the findings • A narrative report ready for publication
The report shall include:
• Successes and failures of the ERR program • Life saving impact of the ERR work • Risk reduction impact of the ERR work • Timeliness of the interventions • The overall quality of the responses • Lessons learned, and recommendations for future programming
Applicant should have journalism experience and familiarity with project implementation in the Emergency Response sector.
