BACKGROUND:

Right To Play (RTP) is an international development organization that uses specially-designed sport and play programs to improve health, build life skills, and foster peace for children and communities affected by war, poverty and disease. Working in both the humanitarian and development context, Right To Play has projects in more than 20 countries in Africa, Asia, the Middle East and South America.

Right To Play is a global-scale implementer of Sport for Development and Peace programs and takes an active role in driving research and policy development in this area and in supporting children’s rights.

JOB SUMMARY:

Reporting to Right To Play Regional Director at Right To Play West and Francophone Africa Regional Office in Ghana, the Country Manager is responsible and accountable for delivering the operational and technical development of the organization’s work in Rwanda. This position will play a leadership role in establishing a professional field presence for Right To Play Rwanda. The ultimate goal of the position is to directly increase the quality, efficiency and the long term impact of the program in Rwanda. This includes leadership, strategy and management of the country office and teams in the assigned project sites. This will also involve direct supervision of the country office finance, logistics and admin personnel.

PRIMARY RESPONSIBILITIES:

Job Responsibility #1 (10%): RWANDA PROGRAM STRATEGIC LEADERSHIP

•Provide overall strategic, operational and management oversight and leadership to the RTP Rwanda program.
•Develop the strategic vision and direction of the Rwanda program in line with the strategic direction of Right To Play’s global and regional program.
•Develop, present and ensure the achievement of the annual goals and objectives of the program.
•Develop strategic partnerships with key stakeholders, including government, business and NGOs; and ensure the relationships are effectively strengthened.
•Support the development of in-country relationships with partners, donor, networks, and other local NGOs.
•Advise on development of communication and information programs to raise awareness about RTP Rwanda.
•Develop and implement mechanisms to ensure a national level presence and value added of RTP Rwanda social programming in general.

Job Responsibility #2 (25%): RWANDA PROGRAM MANAGEMENT & ADMINISTRATION

•Lead the strategic development, implementation and scaling up of the RTP Rwanda program.
•Provide high quality coaching and mentoring support to Program Managers.
•Ensure that all project interventions are of a high quality and lead to measurable impact.
•Lead the development of and submission of work plans and budgets to ensure project activities are implemented in a timely manner.
•Ensure project resources are efficiently, effectively and transparently towards meeting project objectives.
•Organize coordination, planning and review meetings with project staff, partners and stakeholders.
•Backstop and support Country Office team to conduct capacity assessments, facilitate institutional capacity building programs for partners, formalize partnerships, monitor implementation against goals, and submit reports.

Job Responsibility #3 (Time-20%): STAFF MANAGEMENT

•Adequately recruit, staff, contract and orient the Country Office for program execution, (in conjunction with HR, RO and HQ in Toronto).
•Be accountable for the health, welfare and security of all Country Office staff.
•Supervise the work of Program Manager and Finance Office directly.
•Ensure on-going and timely review/evaluation of staff performance.
•In consultation with HR, support the implementation of HRD plans for individual staff capacity building and institutional enhancement (including identifying staff training needs, implementing training plans to respond to those needs, building the team, etc.).
•Visit the field periodically to motivate staff; provide technical assistance; and provide guidance, coaching, support to the project team.
•Create a culture of shared responsibility.
•Participate in development of Global HR policies and standards as senior member of global HR team.
•Ensure staff adherence to RTP rules, regulations and people policies.

Job Responsibility #4 (Time-10%): PROGRAM QUALITY AND ACCOUNTABILITY
•Support the M&E needs of RTP activities for program improvement.
•Facilitate the collation and timely submission of key technical, baseline, project evaluation, donor and other M&E related reports to donors, RO and HQ as needed.
•Assist with reviewing, analyzing and reporting M&E reports as needed.
•Undertake monitoring visits and follow-up on project progress, recommending as required, corrective measures to address problem areas.
•Ensure that learning is regularly generated, documented and shared.

Job Responsibility #5 (10%): FINANCE AND PROCUREMENT
•Developing annual budgets and efficiently managing the program budgets in adherence to approved budgets and laid down procedures.
•Work closely with the Regional Financial Officer and Deputy Regional Director to ensure compliance with RTP and donor financial and ethical standards.
•Ensure continuity in the financial function in the absence of the Financial Officer.
•Oversee the implementation of RTP’s Financial, Administrative and Procurement policies.
•Ensure that project expenditures are kept within approved limits, overseeing periodic project budgeting and ensuring proper financial reporting.

Job Responsibility #6 (15%): PROGRAM COMMUNICATION, NETWORKING, REPRESENTATION & FUNDRAISING
•Represent the organization within the country and communicating internally and externally with all stakeholders.
•Support RTP engagement with donors.
•Represent RTP to relevant national government authorities, education sector officials, donors, other relevant institutions, etc. and ensure good collaboration with all.
•Ensure effective information exchange within RTP and with the government authorities, education sector officials, donors, other relevant institutions.
•Support preparation and hosting of strategic donor and RTP HQ visits, workshops.
•Lead the Country Office relationship with RTP HQ in Toronto.
•Build strong linkages, collaboration and networking between RTP, government authorities, education sector officials, donors, civil society organizations and other relevant institutions.
•Proactively seek to get RTP into consortiums in field for the joint submission of proposals and collaborative implementation.
•Lead in-Country resource mobilization initiatives and collaborate with the Regional Director/Deputy Regional Director to source and mobilize external resources for country program expansion activities in Rwanda.

Job Responsibility #7 (10%): SECURITY
•Ensure all existing security guidelines and practices are implemented and adhered to.
•Facilitate the modification and update of the guidelines and practices as necessary.

EDUCATION/TRAINING/CERTIFICATION

Required:
•MA/MSc Degree in Social Sciences, Development Studies and other discipline relevant to RTP program focus areas (Education, Health, HIV/AIDS, etc.)

Desired (asset):
•Relevant MA/MSc Degree with Postgraduate/specialized training in project planning, monitoring/evaluation

EXPERIENCE

Required (must have):
•5-10 years of previous management experience of humanitarian assistance, rehabilitation and/or development programs.
•Significant work experience with international NGOs and/or non-profit organizations
•Proven NGO experience in program design, development and management.
•Proposal and report writing skills,
•Experience in liaising with government officials and a variety of donors.

Desired (asset):
•Sport and play experience.
•Experience in organizational development and quality improvement.

Desired: In addition, proposals packaging, gender mainstreaming, governance, civil society strengthening skills; and a positive attitude with a mind-set of delivering development services in a professional manner. Also, must display competencies of excellence, integrity, respect, innovation, pro-active problem solving, adaptability, and working knowledge of French.

Level of Travel Required
This position is based in Kigali and will require frequent visits to the field sites and partners involved in program/project implementation within Rwanda. Occasional overseas travel will also be required for meetings, capacity building and networking programs. A willingness to travel regularly to project locations and to accept the insecurity and basic living conditions that are characteristic of these locations is a major requirement for this position.
