Consultant – Technical Coordinator for Roadmap Implementation on Good Governance

The Governance Programme of UNDP Somalia currently consists of three pillars: (i) capacity building and institutional development, (ii) democratic governance (constitutional dialogue and elections) and (iii) local governance/ decentralization. The Somali Institutional Development Project (SIDP) focuses on implementing the capacity building and institutional development part or UNDP Somalia’s governance portfolio. It works with governance institutions in South Central Somalia in Mogadishu, in Puntland and Somaliland to build their capacity so that they can perform their functions more effectively. SIDP’s support is focused on four areas: a) public financial management, transparency and accountability, b) Planning and Aid Coordination, c) Public Administration Reform and Civil Service Reform and d) implementing the good governance tasks for the multi-stakeholder Somalia Roadmap to transition. The SIDP project team operates with staff in Nairobi, Hargeisa (Somaliland) and Garowe (Puntland). The Transitional Federal Government, inaugurated with international support in 2004, held a high level consultative meeting in September 2011, involving representatives from the Transitional Federal Institutions and other regional entities (Puntland, Galmadug and Ahlu Sunna Wal Jama’a) of Somalia, as well as stakeholders from the international community. On September 6th, a roadmap document, outlining key tasks to be delivered to end the transition in Somalia, was signed. The four pillars of the Road Map are 1. Security; 2. Constitution; 3. Reconciliation; and 4. Governance. At the request of the UN Political Office for Somalia (UNPOS), UNDP is helping to facilitate the delivery of the good governance pillar of the roadmap. The tasks under this pillar which need to be delivered by the end of transition (August 2012) aim to improve public financial management, transparency and accountability. These include (i) enhancing mechanisms for greater coordination and information sharing between Somali and international development and humanitarian agencies; (ii) enacting legislation to fight corruption and the establishment of an Anti-Corruption Commission; (iii) the preparation of a report of all TFG revenues, receipts and expenditures;(iv) a review of the existing civil service law; (v) the formulation and approval of a National Fiscal Budget for 2012 and (vi) the initiation of a process to develop a National Development and Recovery Strategy. SIDP has donor funding to help the TFG and other parties to deliver the majority of the tasks set out in the good governance benchmark. These tasks need to be delivered according to the tight deadlines set in the roadmap. The Sub-Committee on Good Governance is currently meeting twice a month to review progress on delivery of these tasks against these deadlines. SIDP is recruiting an individual consultant to help coordinate UNDP assistance to the delivery of the Good Governance part of the roadmap. This is a time bound assignment for seven months linked to the end of the transition in Somalia in August 2012.

Duties and Responsibilities

In collaboration with the TFG, the consultant will coordinate the delivery of the following tasks: Develop a detailed operational work plan agreed by all stakeholders (TFG, Puntland, Galamadug, ASWJ), UNPOS, UNDP, donors and other relevant partners. Expertise sourced and recruited. Develop enhanced mechanisms for greater coordination and information sharing between Somali and international development and humanitarian agencies. Enact and implement legislation measures to fight corruption and abuse of public offices at all levels of government including (local and regional). Appoint competent members of an Interim Independent Anti-Corruption Commission (maximum 9 persons including 4 women) Appoint a competent Task Force to prepare reports of all TFG revenues, receipts and expenditures, airport taxes, landing fees, parking fees, over flight fees, port fees and charges including wharfage charges and fees, telecommunications and including from donors, etc. Establish a government revenues collection mechanism using official government documents and recording system according to the law, and deposits to the Consolidated Fund at the Central Bank Provide a reviewed and updated existing Civil Service Code/Law Provide a formulated and approved National Fiscal Budget for the year 2011/2012 Submit a comprehensive report on all TFG Revenues and Expenditure Initiate the process to develop a National Development and Recovery Strategy Final Report of Assignment

Competencies

5 years working in conflict and/or post-conflict contexts in the field of governance and political transition Recent or longstanding experience working with political actors and the international community in Somalia is desirable. Experience in project and programme management, budgeting, workplan development, drafting of terms of reference, resource mobilization, donor tracking, managing and overseeing consultants and implementing partners is a requirement. Advanced computer skills in common office programs (Word, Excel, PowerPoint, etc.).

Required Skills and Experience

Education: Advanced University degree in Public Administration, Public Financial Management, Development Studies, Political Science or other relevant fields. Language Requirements Fluency in both written and oral English and Somali is essential.
