CONSULTANT FOR FINAL EVALUATION OF ALTERNATIVE LIVELIHOOD AND EMPLOYMENT OPPORTUNITIES (ALEO) PEOJECT IN PUNTLAND

Somalia is defined as a Least Developed Country (LDC) and ranks amongst the ten poorest countries in the world. In 2003 UNDP estimated that over 43% of the population live in extreme poverty on less than one US dollar a day while 62% of the urban labour force and 41% of the rural/nomadic labour force are reportedly unemployed. The private sector in Somaliland and Puntland however has been steadily growing to supply the majority of jobs and income for the people. The private sector appears to be one of the fundamental elements for the country’s reconstruction. The sector is however challenged by the low supply of qualified and skilled labour force. Most of the educated and skilled labour force has either fled the country or in their twilight years. The majority of the young population is uneducated and unskilled limiting their opportunities to getting employment and increasing their vulnerability to engage in illegal means of getting a livelihood. Further to this are constraints such as: (a) limited capacity and infrastructure to provide appropriate conditions and means for receiving and re-integrating large numbers of militia and returnees and IDPs; (b) limited availability of job and livelihood opportunities, especially for women and the increasing numbers of school leavers; (c) over-reliance on traditional economic activities(livestock); and (d) limited capacity to recognize economic development opportunities and to start and expand business and livelihood activities.

ALTERNATIVE LIVELIHOOD AND EMPLOYMENT OPPORTUNITIES (ALEO) PROJECT:

In response to the above situation Save the Children initiated the, ALEO project
The Alternative Livelihood and Employment Opportunity (ALEO) is a two year funded project (January 1st 2010- 28 February 2012) by the Danish Royal government-DANIDA and implemented by Save the Children and Ministry of Labour Youth and Sports (MOLY&S) as the line Ministry in Puntland region. The project’s overall goal is to contribute to reduced vulnerability and reliance of youth on piracy business in Puntland. This, the project aims to achieve by promoting alternative employment and income opportunities of 2,500 youth susceptible to piracy recruitment through provision of employment-driven skills training, apprenticeship and life-skills education. Vocational skills’ training is the major key strategy applied however several other approaches aimed at achieving the set project objectives have been used. The project has four specific objectives. These are: 1. Increased access to quality, demand-driven, employment-focused vocational training, life-skills information psychosocial counselling and employment advisory services to Unemployed, unskilled, ex-combatants, unschooled youth-susceptible to recruitment into piracy. 2. Increased employability of the unemployed youth through enterprise-based technical vocational education training (EBTVET) and apprenticeships with existing enterprises in order to improve their chances of getting jobs with host-trainers. 3. Responsible citizenship strengthened through advocacy and awareness-raising by undertaking various community and youth focused intervention measures including Radio programmes, production and dissemination of Information, Education and Communication (IEC) materials that discourages piracy and ransom-taking. 4. Improved institutional and management structures/capacities of youth organizations, local partners and MOLY&S to deliver effective and sustainable programmes that address socio-economic issues affecting the youth through development of youth entrepreneurship policy, establishment and strengthening of Puntland Youth Network, training on youth rights, conflict-resolution and peace-building developed.

As the two year implementation period of the project ends a final evaluation of the project is required.

PURPOSE OF THE EVALUATION

The main purpose of the evaluation is to generate information that will facilitate program learning and accountability. The evaluation is expected to make conclusions on the achievements of the project, document lessons learnt and make recommendations to inform further programming in regard to skills training and employment promotion. The evaluation report will be shared with different project stakeholders including mainly the project donors

OBJECTIVES 1. Assess relevance of the project to the target groups, efficiency in its implementation, the project’s effectiveness, the impact that the project might have had and the extent which the project results will be sustainable.
2. Based on the findings of the evaluation make stakeholder specific recommendations for further improvement of Technical Vocational Education and Training (TVET), Employment Promotion Services (EPS) as well as social-economic empowerment of the target group.

SCOPE OF THE EVALUATION

The evaluation will focus on the five evaluation criteria namely; relevance, efficiency, effectiveness, impact and sustainability.

Relevance • Assess the appropriateness of the project’s design to the problems and real needs the target groups • Assess the extent to which the project was relevant to the priorities, goals and mission of the MoLY&S MOE in as far as skills training and employment promotion is concerned.

Efficiency • Assess the extent to which the project transferred the available resources into the intended results • Examine whether similar results could have been achieved differently • Examine adequacy of management arrangements and it’s responsiveness to changes in the environment in which the project operates • Assess the implementation processes to establish the extent to which project implemented was participatory and empowering to the different stakeholders? • Where appropriate, make recommendations on increasing the efficiency of the project

Effectiveness • Assess the extent to which the project achieved its stated objectives as specified by the project indicators • Assess the effectiveness of the implementation strategy in contributing to achieving the project objectives • Identify any constraints to the achievement of the overall and specific objectives • Where appropriate, make recommendations on increasing the effectiveness of the project

Impact

• Establish specific changes that the project has brought about in the lives of youth, TVET instructors and within the MOLY&S and MoE • Establish any unintended outcomes (positive/negative) of the project

Sustainability • Establish whether the outcomes and changes brought about by the project are likely to continue after the end of the project • Assess the level of ownership of the project by Ministry of Labour youth and Sports and their commitment to support TVET and EPS • Identify the factors that may influence sustainability in the short, medium and long-term • Make any recommendations for improving sustainability of the project’s results

The evaluation will cover project sites in Garowe town Bosasso town, and Gardo and Galkayo though this will be influenced by the prevailing security situation

METHODOLOGY The evaluation will apply a combination of qualitative and quantitative techniques to gather data and information from main stakeholders of the project. These include MOLY&S and MoE authorities, actors in the private and public sectors including municipalities, chamber of commerce, EBTVET centers, enterprises, project officers, other actors in similar projects etc. The data gathered will be systematically analyzed and presented following the five evaluation criteria mentioned above. The consultant shall develop an appropriate evaluation design and methodology

DELIVERABLES AND SPECIFIC TASKS

Working closely with the SC team, the evaluators will undertake the following tasks

• Produce an inception report that details the evaluation framework, methodology, report outline and evaluation plan among others. The inception report must be approved by Save the Children before data collection begins • Undertake an extensive document review to familiarize with the project • Develop data collection tools and confirm their appropriateness with Save the Children before using them in the field • Undertake field visits to collect data. • Prepare an evaluation draft report and present findings in a workshop in Garowe (Puntland) for validation by key stakeholders • Prepare and submit the final report to Save the Children in three hard copies (bound) and CD- ROM

EXPERTISE REQUIRED

Lead Consultant
• Postgraduate qualification (Masters or above) in Education, Social science, development studies or in a discipline relevant to this assignment with a minimum of 15 years experience. • Experience in evaluation of projects, preferably on TVET and EPS • Proven capacity in working across the levels of institutions from policy, to legislation and organizations and ability to assess institutional capacity and incentives; • Excellent report writing skills

Co- consultant • Academic / professional background in TVET and EPS with extensive experience in sustainable development – preferably in post-conflict environments with a minimum of 10 years of working experience; • Experience in implementation or evaluation of technical assistance projects; • An understanding of TVET activities and broad-spectrum knowledge of operational programmes in the Horn of Africa region; • Adequate knowledge of the current political and socio economic situations of Somalia/Puntland and ability or possibility for the consultant to travel and undertake the evaluation particularly in fragile situation without major problem; • Skills, experience and knowledge of Project cycle management. • Excellent report writing and facilitation skills TIME FRAME The consultancy will run for 20 calendar days. The dates for executing the evaluation will be jointly agreed between the consultants and SC. (The evaluation is scheduled to commence from 30th January 2012)

TERMS AND CONDITIONS • Logistics: The consultant’s travel from base to the field and back after the end of the contract (including airport tax), food, and accommodation will be covered by SC. • Professional fee: The consultants will come up with their rates (this is negotiable) as part of the Financial Proposal.
• Tax: The consultants shall be responsible for their income tax during the assignment. • Code of conduct: Because Save the Children's work is based on deeply held values and principles, it is essential that our commitment to children's rights and humanitarian principles is supported and demonstrated by all members of staff. Save the Children's Code of Conduct sets out the standards which all staff members must adhere to. The consultant is bound by the principles and conditions of Save the Children’s Code of Conduct.

All expressions of interest should include: i) Technical Proposal (maximum eight pages) highlighting: the Consultant/s previous experience in undertaking similar work, understanding of the TOR evaluation framework including a mapping of the methods against the objectives of the study

Taking into consideration the current security situation in Puntland, where some project locations cannot be accessible by international consultants, the would-be consultant is advised to consider working with professional Somali resource person that would be able to access the entire project site.

ii) Financial Proposal: The financial proposal should provide cost estimates for services rendered including daily consultancy fees, stationeries, and supplies needed for data collection; costs related to logistics to and within the country will be covered by Save the Children. Data collection and data processing costs are to be covered by Consultant.
