Despite the relative peace and reconstruction being witnessed in Puntland, the social and economic development of the region is constrained by an enormous number of challenges ranging from, illiterate and unskilled personnel, high rates of youth unemployment, drug abuse, depression and hopelessness among the youth. This situation threatens the already fragile peace, security and democracy as more disenfranchised youth and ex-combatants may most likely revert to violence, illegal means of livelihood earning, and crime lured by warlords as the main coping strategy for survival.
In responding to the needs of the youths that have lost the opportunity of formal education, Save the children in Puntland with support from DANIDA is implementing a project that aims to contribute to increasing access to sustainable, resilient and alternative livelihoods for 2500 disadvantaged youth in Puntland through provision of technical vocational educational training (TVET) linked to employment advisory services. .
In order to increase visibility and promotion of the Skills Training and Employment Opportunities SC wishes to produce a print and audio-visual documentation highlighting the benefits, achievements, good practices and lessons learnt during implementation of Alternative Livelihood and Employment Opportunities project.
The documentation will focus on trainees who have graduated and are practicing their trade as well as those who are currently undergoing training. Emphasis will be given on the type/ nature of beneficiaries’ vulnerability and how their lives have changed as a result of the project.
Purpose of the documentation
The documentation is aimed at documenting the project’s achievements, best practices and lessons learnt in implementing the ALEO project. The documentation that will be produced will be aired on local television and shared with the relevant ministries in Somalia and donors to demonstrate SC’s work and promote Skills training and employment promotion. It is hopped that documentation will stimulate discussions on Technical, Vocational and Educational Training among academics, the public and policy makers as well as trigger further actions from the target audience in creating opportunities for employment for young people in Puntland and Somalia as a whole. .
Objectives of the documentation: • Document achievements, best practices and lessons learnt in the implementation of the Alternative Livelihood and Employment Opportunities project
• Document changes in the lives of the trained youth, their families, and their wider communities Special interest will on the most vulnerable groups such as ex-combatants, IDPs, school dropouts and ex-pirates( where applicable) • Document capacities within the community, host enterprises, other targeted employers and MOL that were key in achieving the positive outcomes • Document changes in capacity of the host enterprises and MOL to promote skills training and employment promotion
Scope of Work:
The documentation will cover all the geographical locations where ALEO is implemented. In light of the above objectives the documentation should highlight the following: • Profile (background characteristics) of the targeted youth The different types of training offered • EBTVET training facilities demonstrating trainings in session Going to the work places of people who have been trained by the program in the e past and interviewing them • Individual case stories of youth whose lives have been transformed by the training and employment promotion services offered provided under the project The project’s contribution to vocation training and employment promotion in Puntland from the perpective of different stakeholder • Vocation training and employment promotion in Puntland from the perspective of different stakeholder • The project’s contribution to reducing vulnerability and reliance of youth on illegal means of earning a livelihood and engagement in anti social behaviors
Methodology
The methodology will include a desk review to give the documenting team understanding of the project objectives and goal, achievements and lessons learned. Key documents for the desk review will include the project proposals, quarterly and annual reports of the project. This will be followed by field consultations coupled with photography and filming of discussions with youth, host trainers, community leaders, private sector players that have employed some of the trained youth, officials of MOL and other relevant ministries. Methods for collecting data during these consultations will include Key informant interviews, case studies, photography and audio/visual recording. Interviews will also be done with SC staff that implemented the project and other staff that have a wider knowledge and history on skills training and employment promotion in Save the Children.
Deliverables and specific tasks
• After an internal meeting with SC staff, a review of the available project related materials identify subjects/cases for documentation for the print documentation and the story line/script for the audio visual documentation. The subjects/cases and script must be approved by SC before starting the documentation • Develop an activity plan for the documentation and based on that undertake field visits to collect the required information- written documentation, photographs and audio-visual recordings • Collect, analyze and organize the findings into 1. A high quality reader-friendly quality report targeting a range of audiences, including donors. 2. 10 - 15 minute documentary
• Present drafts on the above products for review and comments to Save the Children • Deliver the finished products 30 January 2012.
Roles and responsibilities during this assignment
Lead Consultant • An out sourced person will take the lead responsibility in conducting this assignment as detailed in the scope of work. Required Skills and experience of consulting team/firm:
The consulting team/production firm should have the following knowledge and experience
• Team members with at least 5 years of professional experience in journalism • Extensive experience in producing documentary films. Proof of experience will be submitted with application to bid. • Extensive experience in writing that is demonstrated with materials of similar works for NGOs and INGOs • Quality equipment needed for field/outdoor video photography • Excellent planning and organizational skills • Ability to work in tight deadlines • Previous work in Somalia context will be an added advantage
