The Alternative Livelihood and Employment Opportunity (ALEO) is a two year funded project (January 1st 2010- 28 February 2012) by the Danish Royal government-DANIDA and implemented by Save the children and Ministry of Labour Youth and Sports as the line Ministry in Puntland region. The project’s overall goal is to contribute to reduced vulnerability and reliance of youth on piracy business in Puntland. This, the project aims to achieve by promoting alternative employment and income opportunities of 2,500 youth susceptible to piracy recruitment through provision of employment-driven skills training, apprenticeship and life-skills education. Vocational skills’ training is the major key strategy applied however several other approches aimed at acheiving the set projet objectives have been used. The project has four specific objectives. These are: 1. Increased access to quality, demand-driven, employment-focused vocational training, life-skills information psychosocial counseling and employment advisory services to Unemployed, unskilled,ex-combatants, unschooled youth-susceptible to recruitment into piracy. 2. Increased employability of the unemployed youth through enterprise-based technical vocational education training (EBTVET) and apprenticeships with existing enterprises in order to improve their chances of getting jobs with host-trainers. 3. Responsible citizenship strengthened through advocacy and awareness-raising by undertaking various community and youth focused intervention measures including Radio programmes, production and dissemination of Information, Education and Communication (IEC) materials that discourages piracy and ransom-taking. 4. Improved institutional and management structures/capacities of youth organizations, local partners and MOLY&S to deliver effective and sustainable programmes that address socio-economic issues affecting the youth through development of youth entrepreneurship policy, establishment and strengthening of Puntland Youth Network, training on youth rights, conflict-resolution and peace-building developed.
The success of the project is to be measured majorly by the employment rate of the graduate trainees. The project set 70% employment rate as the measure of success and effectiveness. To date 1859 (433 female) have been trained & successfully completed 6 months enterprise –based skills training programme (74% of the targeted number). Other 602(24%) are undergoing training (198 female) while 39 (2%) drop out cases have been recorded so far).The training was carried out in 19 different skill areas (the list of skill trades will be availed at commencement of the consultancy). 2. Purpose of the study This tracer study is aimed at establishing the employment rate of youth that graduated from EBTVET centers in Puntland. The Tracer study will also generate information about the market suitability of the different skill trades offered by the project as an input into shaping future TVET programming. Results of this study will also be used to inform the data base on employment of TVET graduates at the Employment Promotion Services Unit (EPS) at the Ministry of Labour in Puntland.
- Overall objective of the study
The overall objective of this Tracer Study is to give an in- depth analysis of the employment destinations of Alternative Livelihood and Employment Opportunities EBTVET graduates.
Specifically the study will; • Identify employment destinations/career paths of ALEO EBTVET graduates, factors determining post-training careers and performance in their different career destinations. In this regard it is expected that the study will collect information/data on employment rate (formal, informal and self employment), graduates’ salaries/incomes, the duration of finding a job after training, job retention rates, career differences by gender, regional distribution, match between training and jobs taken up, perceptions and satisfaction levels of graduates and employers, economic and social empowerment and other relevant dynamics/variables • Comprehensively analyze factors affecting external efficiency and relevance of training provided by the EBTVET centers and determine factors inhibiting unemployed graduates. • Review and evaluate the effectiveness and relevance of the training from both the graduates and employers’ perspectives to assess whether trainees get the quality of training that matches job situations and standards
• Advice how best tracer studies can be made part of the general M&E framework for TVET 4. SCOPE OF WORK The tracer study will constitute the first and second batch of project beneficiaries (1859). Specific tasks on the assignment will include but not be limited to; • Undertake a desk review of appropriate project documents/materials: This will involve project log frame, Project reports and labor market studies, tracer studies reports, LED studies, EPS reports and other relevant documents/materials available from other Skills training project in Puntland.
• Develop an information/data collection framework, tools and plans to undertake the tracer study. The developed tools will be discussed and approved by Save the Children Program Team before data collection commences • Organize and facilitate an introductory workshop for the project staff, EPS officers and selected enumerators, to ensure their understanding and acknowledgement of the framework , tools and proposed methodologies/processes • Undertake data collection using agreed upon methodologies and tools as well as supervise the EPS officers and enumerators during the data collection • Undertake a detailed analysis of the collected data using appropriate data analysis tools • Prepare a comprehensive report detailing findings, challenges, lessons learnt and recommendations including how best tracer studies can be utilized • Organize and facilitate a half day validation workshop for MoL, MoE, partner organizations, project staff and other relevant stakeholders in Puntland.
- Methodology The Consultant shall be required to carry out a tracer survey of completers/graduates of EBTVET and a limited survey of employers that employ ALEO Project graduates. It is expected that consultant propose an appropriate methodology. The following are some of the proposed data collection methods:
a) Documents Review Desk study review of all relevant documentation, including but not limited to: The project document (proposal); Past Tracer Study reports( from STEO project); Labour Market Survey report ; Local Economic Development reports; Employment Promotion Services report; TVET Policy Documents; MoE standardized TVET curriculum materials and training guides used by the centers.
b) Qualitative Techniques • Focus Group Discussions (FGD): Focus Group Discussions will be held with ALEO Project graduates (employed and unemployed) • Semi-Structured Interview (SSI): SSI will be carried out with EBTVET center Instructors, MOLY&S officials, MoE TVET director, Chamber of Commerce and employers, concerned government authorities project staff and partners. • Observations: Field of observations of some of the training sessions in progress, observations of working conditions of graduates that have got employment and gender differences in a sample of targeted workplaces • Key Informant Interviews: This method is important to capture the views and professional opinions of people who know about the circumstances on the ground and issues pertaining to youth employment and labor markets in general. Such persons should be identified and consulted from agencies like UNESCO, CARE, NRC,EDC, UNDP, ILO, MoL, the chamber of commerce, Universities and employers from both the public and private sector c) Quantitative data collection: The consultant will undertake a sampled survey of ALEO Project graduates (employed and unemployed) in to establish employment trends and other factors related to employment. It is also expected that the consultant will identify and propose an appropriate sample structure and sampling methodology that will ensure representation.
Data Analysis: Data gathered using various methods and tools have to be collated, analyzed, and interpreted systematically. The consultant/s will be expected to propose data analysis methods that will enable generation of the expected information.
A satisfactory geographical coverage should be ensured. The consultant will be supported by two project staff, one representative from MoL, one from MoE and one numerator.
Deliverables • Half day debriefing meetings with Project staff and management representatives from MoLY&S, MoE, TVET Centers, project partners and key stakeholders • An electronic copy of all data collection tools, programs and process descriptions, materials from meetings, presentations. • A comprehensive report detailing information on the above study objectives. A draft report of the study within five (5) days of completing the field data collection after the end of the assignment. • A final report be presented in softcopy (CD Format) and three (3) hardcopies with 2 days of SC’s approval of the final draft report
Duration and timeframe The duration of the assignment is expected to be 14 days during the month January (week ends inclusive). The itinerary will be worked out with the selected consultant.
- Qualifications and Expertise required • Post-graduate degree in Social Sciences, Education, Economics, Statistics or related field
• Minimum of 5 years relevant professional experience in research or tracer studies • Knowledge and experience in vocational skills programs • Strong experience in conceptualizing and implementing tracer studies within the context of TVET and preferably in the context of Somaliland/Somalia
• Excellent communication and report writing skills
• Fluency in English . 10. Technical and Financial Proposal The technical proposal should include: • CV detailing key qualifications of the professional as outlined above. • A brief explanation about the Consultant/s with particular emphasis on previous experience in this kind of work; profile of the Consultant/s to be involved in undertaking the tracer study; understanding of the TOR, the tasks to be accomplished as well as draft tracer study framework(programme) and plan. Financial Proposal The financial proposal should provide professional fees for undertaking this consultancy. Other costs such as accommodation, food, transport, perdiums, communication within the country, airport taxes will be met by Save the Children.
