GENERAL OBJECTIVE: Development of commodities lists that identify sensitive commodities needing mandatory testing inside Afghanistan and semi-sensitive commodities for which certification by an Accredited Testing Firm is required - import items not on these lists would not require testing. BACKGROUND AND JUSTIFICATION: TAFA is working with the Afghan National Standards Authority (ANSA) to develop Afghanistan's standards framework and regulatory systems. ASMED has been asked to assist TAFA in advising ANSA with the development of a standardized regulation process and a list of import commodities, differentiating them by categories and the corresponding appropriate inspection process. Currently Afghan import regulations are ad hoc, with no clear guidance or basis for testing, often leading to sporadic testing of imported goods, lengthy delays in clearing Customs and increased opportunities for corruption. These lists, developed in consultation with Afghan stakeholders, and in accordance with international standards, would itemize items that require testing and permit items not found on the lists to clear Afghan Customs without delays due to baseless testing. RATIONALE: The Afghanistan National Standards Authority (ANSA) strategic plan details the need for establishment of conformity assessment activities in Afghanistan, including inspection, testing and certification. Development of a list commodities for which testing is required based upon international conformity assessments and standards will regulate and expedite the inspection and testing process, as well as increasing confidence in the process from exporters. DETAILED RESPONSIBILITIES: In consultation with relevant Afghan Authorities, in particular ANSA, but also including MOCI, MAIL, MOPH, Counter Narcotics, Ministry of Interior, Customs, ACCI and others to develop commodities lists that identify sensitive commodities which require mandatory testing inside Afghanistan, semi-sensitive commodities for which testing in Afghanistan is waived if a third party certification by an accredited body is provided. OUPUTS AND DELIVERABLES: 1. Commodities lists. 2. Brief relevant authorities, members of trade associations, and other relevant parties on the regulations and commodities list.\ To achieve, in consultation with ANSA and other relevant Afghan Authorities: 1. Development of an Import Inspection Regulation that will include all procedures as well as administrative and technical structures. 2. Development of an Import Commodities List that identifies sensitive commodities needing mandatory testing inside Afghanistan and semi-sensitive commodities for which certification by an Accredited Testing Firm is required but to be performed in the exporting country. Products not on either list will be classified as non sensitive and will not require any testing at all. | |
Basic Qualifications: | |
QUALIFICATIONS: 1. Bachelors degree in trade, international business, or import/export control related field. 2. At least 8 years of experience in import/export inspection related activities. 3. Be familiar with international trade agreements and best practices for import inspection. 4. Be familiar with WTO TBT and SPS agreements. | |
