GENERAL OBJECTIVE: The Cold Chain Advisor will take the lead in advising on a cold chain system, including a local cold storage facility, for agricultural products in the Herat region. The Advisor will be responsible for writing a business plan in partnership with the Afghanistan Chamber of Commerce-Herat (ACCI). In addition the Advisor will produce a comprehensive report detailing equipment specifications, building design specifications, and any additional recommendations for operation of a cold chain and a cold chain storage facility. In co-ordination with the regional and national ASMED teams, the Advisor will manage the workload of the project team to effectively draw on the resources available to the project for the successful development of this project. BACKGROUND AND JUSTIFICATION: The western region of Afghanistan (Herat, Badghis, Farah & Ghor Provinces) harvests grapes, tomatoes, plums, cherries, apricots, apples and other fruits. However, much of this is wasted each year due to a lack of a properly managed cold chain. External market competitors, such as Iran and Pakistan, are able to take advantage of seasonal price fluctuations and cold storage facilities in their respective countries to gauge consumers in Herati markets and squeeze out local competitors in production and post-harvest processing. The Herati producers and ACCI would like to replace importation of some of these home-grown agricultural products with increased production and possibly exportation. Based on a 2011 study by the Agricultural Enhancement Program (ACE), cold storage was found to be viable for grapes, pomegranates, and peaches in Afghanistan using a combined energy sources of generator and municipal power. Herat City is in the process of upgrading municipal power available to light industry (from 48 MW to 96 MW), thereby possibly making other products viable as well with lower energy costs (such as tomatoes). ACCI already has land identified in the Herat Industrial Park for the cold storage facility and is in need of technical advice and training in how to properly set up and run a cold storage chain and facility. DETAILED RESPONSIBILITIES: In co-ordination with the Regional and National ASMED teams, rapidly develop an activity work plan for the work, which will effectively achieve the outputs detailed below: Evaluate existing researched material and liaise with relevant regional actors, (USAID, ACCI, DABS, farmers, etc.) as needed to ensure comprehensive and up to date input to the process; Conduct any site visits of the target region (security permitting) as needed to conduct research, to gain an accurate assessment of the current situation; Develop a detailed business plan for a cold chain system, including a cold storage facility for ACCI in Herat; Develop a comprehensive report detailing the recommendations for a cold chain system, including type of agricultural products that would benefit, operations, equipment and building specifications, and recommendations for possible vendors of equipment. OUPUTS AND DELIVERABLES: The production (within one week of starting the assignment) of an activity work plan for the work, which will effectively achieve the expected outputs, which will be reported on/updated weekly: The production of a detailed business plan for a cold chain system and storage facility; The production of a comprehensive report detailing the recommendations for a cold chain system, including type of agricultural products that would benefit, operations, equipment and building specifications, and recommendations for possible vendors of equipment. | |
Basic Qualifications: | |
QUALIFICATIONS: 5-10 years experience working in cold chain systems; Prior experience in writing business plans; Excellent English Language abilities, both written and spoken (essential for this position); Bachelor degree in relevant technical area; Previous experience with working in a challenging post conflict environment preferred, but not essential; Previous experience working in Afghanistan a plus; Excellent organizational skills; Ability and willingness to travel regionally, and nationally. A proactive and dynamic working manner, with the ability to manage own workload efficiently without constant supervision; An ability to work well as part of a fluid but supportive collaboration. | |
