Chief of Party
Uganda SAFE Program, Supporting Access to Justice, Fostering Equity & Peace
The International Programs Division of the National Center for State Courts (NCSC) is seeking expressions of interest from qualified Chief of Party candidates for an anticipated five-year program, “Supporting Access to Justice, Fostering Equity & Peace” (SAFE Program) to be funded by USAID in Uganda.
The SAFE Program Chief of Party will lead activities which seek to improve access to justice and enhance peace and reconciliation with a focus on strengthening land administration, improving dispute resolution mechanisms, and promoting reconciliation in areas prone to conflict. The Chief of Party will manage a diverse team that will provide technical assistance, training, and grants management to accomplish program objectives throughout the country. The position is based in Kampala with anticipated travel to remote regions of the country.
Competitive Chief of Party candidates will have:
· 10 or more years of experience managing complex international development programs including Conflict Prevention, Reconciliation and Post-Conflict Stabilization, Access to Justice, Land Rights, and Legal Empowerment programs. Experience in Sub-Saharan Africa/ Great Lakes region is strongly preferred.
· Subject matter expertise and practical experience working with access to justice and conflict prevention issues including land administration and land dispute resolution mechanisms; informal justice systems; conflict prevention, peace and reconciliation initiatives.
· Demonstrated ability to lead diverse teams and to maintain productive working relationships with host-country counterparts and donor representatives in a highly collaborative and fluid environment.
· In-depth understanding of work planning, implementation scheduling, monitoring and evaluation and reporting requirements.
· Experience with technical and administrative oversight of CSO grant-making initiatives.
· An advanced degree in relevant fields such as Law, Conflict Resolution/ Mitigation, Public Administration, International Relations, or Political Science is required.
