JOB DESCRIPTION

Job Title: Chief of Party IMPACT Consortia

Location: Malawi

Reports to: Country Representative

Background:

Integrated (HIV Effect) Mitigation and Positive Action for Community Transformation (IMPACT) is aFour-year PEPFAR-funded Global Development Alliance (GDA) program. It focuses on providing critical services for orphans and vulnerable children (OVC) and people living with HIV. The IMPACT program will complement the Wellness and Agriculture for Life Advancement Program (WALA). WALA is a USAID’s Food for Peace funded multi-year assistance program (MYAP) led by Catholic Relief Services/Malawi and implemented inpartnership with 8 consortium partners.

The first strategic objective for IMPACT focuses on improving OVC wellbeing for 58,000 children while the second strategic objective focuses on improving access to treatment and care for 33,000 PLHIV. IMPACT will provide wrap around services for OVC and PLHIV using the WALA Program as a platform and cover additional geographic areas as well as partners some of whom include organizations from the private sector.

The WALA consortium partners include; Africare, CRS, Chikwawa Diocese, Emmanuel International, Project Concern International, Save the Children and World Vision. The additional partners in the IMPACT consortium are; Opportunity International Bank of Malawi (OIBM), D-Tree mobile technology developer, and the Catholic Health Commissions for the dioceses of Lilongwe, Dedza and Zomba. The rich mix of private sector, IT and traditional service providers will bring valuable resources and expertise to provide high quality services in selected districts in the Southern and Central regions of Malawi. The nine implementing partners will work across nine districts and 39 traditional authorities (TAs). Program catchment areas will be predominantly rural, with one small peri-urban area included in Lilongwe District. The IMPACT consortium will closely collaborate with the National Aids Commission, the HIV andAIDS section of the Ministry of Health, The HIV and Nutrition Department under the office of thePresident, the Bridge II program, the key stakeholders in the sector of HIV and AIDS in the respective targeted districts through the district assemblies with the objective of strengthening coordination, referral mechanisms and service delivery systems ensuring that best practices in HIV/AIDS prevention, care and support as well as the standards developed under the OVC program quality improvement initiatives are shared.

Job Summary:

The Chief of Party for IMPACT is responsible for planning, directing and overseeing the project, and ensuring that deliverables and functionality are achieved as defined in the project proposal, detailed implementation plan, comprehensive budget and subsequent project plans and country operational plan. The CoP IMPACT is also responsible for the management of all resources assigned to the project and serves as the primary liaison between the project and the higher level management and relationship structures including; the CRS Country Representative, the donor, Chief of Party for WALA, the Advisory Board, as well as GoM ministries and escalates decisions and issues as needed. He/she will provide leadership in the PEPFAR Country Operational Plan (COP) process, and ensure the delivery of consortium targets in dialogue with partners. The IMPACT CoP will have a strong representation and relationship management responsibility, particularly in terms of cultivating new relationships and ensuring tracking of leverage contributions. The IMPACT CoP will report to the Country Representative and directly supervise the IMPACT Grant Manager, Impact M&E TQC and the IMPACT DCoP.

Specific Responsibilities:

I. Program Quality and Learning:

1) Provide guidance and coordinate with the key program staff in the consortium as well as relevantstakeholders to ensure that planning and monitoring is grounded on the program's strategicobjectives and results area.

2) Guide and oversee periodic technical surveys and provide sound advice as well as direction tomaintain program focus and ensure relevance.

3) Oversee that bottlenecks and challenges to program impact are addressed at various levels ofstakeholders using forums such as Technical Working Groups, General Meetings and AdvisoryBoard meetings.

4) Coordinate and oversee IMPACT related activities of WALA though close working relationshipwith the Chief of Party for WALA and structured monitoring plan with the DCoP for IMPACT.

5) Ensure compliance to donor, GoM and CRS policies as well as programming guidelines, inrelation to all HIV and AIDS activities (training and IEC materials, collaboration with otherstakeholders and communication etc).

6) Provide guidance and oversee the development as well as utilization of a comprehensiveinformation and knowledge management system for effective and timely compilation andprocessing of M&E data from all project areas to assess / evaluate progress & outcomes whileconsolidating and facilitating learning’s by drawing on best practices from other projects andnetworking with partners.

7) Represent the Consortium on higher level technical forums and steer the strategy and technicalservice delivery to the consortium partners.

II. Financial Management and Administration:

1) Guide and Oversee the alignment of budget to program result areas

2) Ensure compliance with all USG and Grant Holder's administrative and operational proceduresand policies, as well as applicable GoM regulations (PAYEE and other relevant taxes).

3) Present expenditure analysis and performance report to the Advisory board and develop atracking and budget re-allocation mechanism.

4) Lead any budget related decision making processes for the consortium.

5) Track the leverage and cost share components of the budget and make timely follow up with allrelevant consortium partners.

III. Representation and Advocacy:

1) With endorsement from the CR and advisory board, act as primary program contact to donor and other local as well as international stakeholders, to address all pertinent matters.

2) Take lead to develop a comprehensive communication protocol for the program, identifying all key stakeholders with influence to the project and incorporating aspects of the approved branding and marking plan.

3) In collaboration with the Country Representative and Head of Programs, ensure that the program is aligned to interest and capacity of the non-WALA faith based partners.

4) Foster vibrant professional relationships with NAC, the Ministry of Gender, Child andCommunity Development, Ministry of Health, Department of HIV and Nutrition in the Office of the President and other relevant ministries of the Government of Malawi.

5) Represent the IMPACT consortium on the synergy forum for USAID supported programs.

6) Organize periodic donor and stakeholder briefings to publicize achievements of the program.

7) Facilitate the development and use of a media strategy in enhance visibility of the program

8) Advocate, strengthen existing partnerships and form new partnerships with public and privatedonors to increase resources for wrap around programming.

9) Liaise with the CR for CRS and lead negotiations for new collaborations and partnership; draftpartnership MoUs for further review and approval at appropriate levels.

IV. Reporting:

1) Responsible for final review and submission of all reports to the donor

2) Responsible for all communication with the cognizant officer / USAID.

3) Coordinates with the DCoP and relevant TQCs to comply with any GoM reporting requirements.

V. Coordination:

1) Keep the Advisory Body abreast of all programmatic, administrative and financial situations ofthe program through regular meetings.

2) Maintain periodic communication through the CRS Country Representative to update CountryDirectors of Consortium Members to highlight achievements and challenges of their team'sperformance.

3) Liaise with the country representative of CRS and facilitate a decision making process with theadvisory board to address major bottlenecks that may arise within the consortium.

4) Oversee the performance assessment and present results to the advisory board.

VI. Supervisory Responsibilities:

1) Directly supervise the Deputy Chief of Party for IMPACT, the Grant manager and the TechnicalQuality Coordinator for Monitoring, and Evaluation

Internal: Country Representative; Deputy Chief of party, Grant manager, M&E / KM TQC, Care andsupport TQC, OVC TQC and program management team for IMPACT, Chief of Party, Deputy Chief ofParty WALA, M&E /KM TQC for WALA; Head of Management Quality, Head of Programs as well asfinance, administration and health unit staff of CRS/Malawi; Technical Advisors on OVC and HIV andHealth at SARO and headquarters.

External: Advisory body members (Country representatives of consortium partner organizations),IMPACT program managers, relevant line ministries, international and local NGOs, UN Agencies, EU,DFID, USAID, NAC, OPC HIV and Nutrition department, HIV and AIDS department of Ministry ofHealth, other organizations implementing USAID funded HIV programs.

Qualifications:

1) MSC with seven years of consortium management experience or MPH Degree in Public Health withfive years of consortium management experience.

2) Proven experience managing USAID/USG reporting, budgeting, procurement, and projectmanagement procedures. (Three to five years of management experience with USG funded and/ orPEPFAR program overseas, preferably in Africa).

3) 5 years of supervisory experience, excellent communication, diplomatic and interpersonal skills withthe ability to dialogue, network, and negotiate with donor agencies, international institutions, variousstakeholders and development partners;

4) Excellent communication and writing skills in English

5) Proven ability to work independently, plan strategically and analyze situations critically

6) Computer proficiency in Word, PowerPoint, Excel, and Outlook.
