Introduction:
Save the Children (SC) is an international non governmental organization that works to see a world that listens, values, respects children. Save the Children fights for the realization of immediate and lasting benefit of children. In November 2009, the three member organisations operational in South Sudan – Save the Children US, Save the Children UK and Save the Children Sweden unified to form one organization – Save the Children in South Sudan. Through this new Unified Presence, Save the Children aims to create a stronger voice for children. The post holder will be one of the key personnel who will contribute towards achieving this aim. In addition to managing the Cash transfer project, the post holder will be part of the key role players in the planning, design of hunger (Food Security) related programs.
Job Purpose
The Cash Transfer Project Manager will oversee the implementation of ECHO funded Cash Transfer Project in Northern Bahr el Ghazal state of southern Sudan. The job holder is responsible for managing the human, material, and financial resource of the project and ensuring smooth coordination internally and externally. The aim of the project is to support food insecure households in Aweil East County, NBeG to have improved access to sufficient quantity and quality of food, and protect and build livelihood assets
Key Accountabilities
Project Planning, implementation, monitoring & reporting
• Ensure that project action plan is prepared at the start of the project and reviewed periodically based on the feedback from the on going monitoring of the project. This also includes preparation of procurement plan and identification of support requirement from other sectors with in the organization. • Ensure that the project has clear monitoring framework and progress is effectively monitored through the regular collection and analysis of key indicators and ensure that processes and results are properly documented;
• To understand and appropriately implement ECHO’s guidelines and procedures regarding reporting requirement, procurement of goods and services, call for tenders, recruitment, disposal of assets etc.; In this aspect the job holder is expected to work with the finance department (grants unit).
• Ensure that internal and external reporting requirements are met, including monthly, quarterly and annual narrative reports, in line with the internal Save the Children and donor requirement using the required format and with review and input from technical advisors and program implementation department; • Ensure the safe delivery and distribution of cash to beneficiaries. This includes adherence to standard operating procedures (SOP), safety and security measures and training staff on SOP and safety and security measures • Based on the on going monitoring of the project activities, ensure that lessons learnt and success stories from the project are effectively documented and shared; • As one of the lead personnel in food security in the area program office, ensure regular monitoring of the food security situation of the operational area and communicate with emergency officer and the management in Juba, if there is an emergency situation. • Input into the development of future food security and livelihood proposals for funding and carry out needs assessment and suggest programs locally in line with the country strategy plan. • Participation in Emergency Intervention: The project manager will be available when requested to respond to emergencies occurring during the field of implementation of the project; he/she will coordinate with emergency staff and other NGOs following the work plan set as a response to the emergency
Budget planning & Management • Ensure budget action plan prepared at the beginning of the project which clearly reflects the activity plan of the project. • Oversee project expenditure and hold budget management responsibility for the project, including monitoring budget vs expenditure, ensuring that costs are allocated correctly and expenditure is happening in line with the plan and agreement with the donor; • Ensure budget utilization and physical target achievement are reviewed at least once a month, and a copy of the review and minutes of the meeting are shared with the Area Program Manager, Grants Manager, Director of Finance and Director of program implementation. • Ensure all foreseeable deviations in project implementation requiring budget revisions, a request for budget revision is made to the donor well in advance depending on contract agreement with the donor in consultation with the Grants Manager. • Ensure regular Re-Phasing (re-planning) of the project budget in line with the activity plan • Ensure proper coding of expenditures in line with Save the Children coding and agreed donor Budget lines
Personnel management • Ensure performance management is implemented with in the project. This includes ensuring that all staff have job description, work plan and have clear objectives and receive meaningful feedback on their performance regularly. • Ensure that project staff training and development plan is prepared based on the on going monitoring of performance of the staff • In collaboration with the area manager ensure that staff understand and comply with all relevant Save the Children policies and procedures with respect to child Safeguarding, Child Protection policy, Code of Contact, and Fraud and Dishonest policy, Gender, Diversity and non discrimination, health and safety, equal opportunities and other relevant policies. • Encourage a culture of learning, creativity and innovation within the project team
Representation and coordination (internal and external) • Ensure effective coordination and collaboration with key stakeholders and partners – NGOs, civil society organisations, community groups, and government counterparts; • Through coordination and communication with Save the Children’s in country Hunger and Nutrition Advisers and emergency officer contribute to Save the Children’s strategic planning in Nutrition and Hunger and emergency operational plan preparation and review. • Participate in state (Northern Bahr el Ghazal) food security coordination meetings; • Participate in regular Area Management Team meetings providing input into area decisions and ensuring that issues affecting the implementation of the Cash Transfer project are resolved and appropriate support and coordination is ensured from logistics, finance and other programs; • Represent Save the Children interests through participating in different food security and other coordination meetings and liasoning with partners who work on food security and livelihoods.
