Helen Keller International (HKI) is a non-governmental, non-profit organization whose mission is to save the sight and lives of the most vulnerable. The Organization fights the causes and consequences of blindness and malnutrition by establishing programs based on scientific evidence and doing research in the field of vision, health and nutrition. HKI is a technical support to the Ministry of health of the DRC since 2005. HKI DRC interventions include the implementation of a campaign of vitamin A supplementation at the national level, and interventions relating to routine supplementation of vitamin A and zinc as well as the nutrition education and the promotion of the Essential Nutrition Actions (ENA) framework. RISE (Resources to Improve Food Security in Eastern Democratic Republic of the Congo) is a food security project integrating agriculture, nutrition, water and sanitation and governance. A cross cutting, element to all of these sectors components is Behavior Change Communication (BCC). The implementation of this project is guided by 3 main objectives: 1) the increase and diversification of food production and profit, 2) the reduction of chronic malnutrition of children under 5 years of age 3) the reinforcement of community resilience to food insecurity. RISE implementation involves several partners gathered under a consortium: Mercy Corps, the lead organization and Catholic Relief Services (CRS) which are responsible for the implementation of the agriculture and nutrition components. HKI is responsible for the implementation of the BCC component, which is a determining element that will contribute to the fulfillment of the project objectives. The BCC strategy aims at improving the uptake of services among the intended beneficiaries, to trigger a change in health care providers and community behaviors that will result in better health and agriculture outcomes for the families who will be served by the program. RISE BCC strategy is designed to influence the behavior and action of the communities, health care providers, agriculture producers and policy makers through the use of communication tools and techniques developed to create measurable change in behaviors related to health, nutrition and agriculture production practices. This strategy is the engine that will support the different components of the project for the effective promotion and efficient knowledge transfer for the initiation of an actual change in behavior to support sustainable agricultural production, improved nutritional practices and populations’ resilience to food insecurity. In the framework of the implementation of the RISE BCC strategy, HKI is seeking to recruit a BCC Technical Officer to be based in Goma. Organizational responsibility of the position: Under the supervision of the BCC Technical Advisor, the BCC Technical Officer supports the implementation of the BCC activities and supervises the work of the BCC quality monitors in the field.
Position description: • Contributes to the development of the project overall BCC strategy including leading the formative research, identifying effective communication channels and supporting capacity building in training and communication among the consortium partners. • Participates in the coordination and supervision of the implementation of formative researches, situational analysis and LQAS evaluations as well as to the translation of research results into the project global BCC strategy. • Participates in the development, in close collaboration with the national programs of the Ministries of health and agriculture as well as with the other members of the consortium of BCC and advocacy messages and tools to support the implementation of the BCC campaign. • Contributes to the coordination of the implementation of health-nutrition first generation trainings targeting health zone management teams, as well as of ongoing training targeting project staff and agriculture extension workers of targeted health zones. • Participates in the development and to the implementation of a multidimensional BCC campaign (health and nutrition, agriculture, water and sanitation). Qualifications required: • University degree in communication, journalism, social science, public health • Proven work experience of at least 4 years in the practice of information, awareness and advocacy in the agriculture or health sectors. • Experience in the field of monitoring and evaluation, in the implementation of qualitative and quantitative research and in the development of messages and communication tools in the fields of public health, agriculture and water and sanitation would be an advantage. • Very good command of English and fluency in French.
