Associate Program Director Addis Ababa Ethiopia with frequent field travel 5 months (extendable)
To represent and manage Oxfam GB's cross programming in a specific geographic region of Ethiopia.
Key Responsibilities
Leading programme delivery and implementation:
• Major programme design and planning to deliver programme component of Programme Implementation Plans. • Deliver demonstrable impact through direct programme action and advocacy action based on programme experience and outcomes in order to bring about policy and practice changes relating to Oxfam GB's aims. • Proactively ensure that gender equity issues are taken into account in all aspects of Oxfam's work. • Ensure that emergency preparedness plans are reviewed • Ensure a high quality, multi-sectoral approach, with a strong focus on quality and accountability to meet applicable internationally recognized standards • Ensure that MEAL (Monitoring Evaluation Accountability and Learning) system is in place
Manage Oxfam GB's risk:
• Ensure that budgets are drawn up for all activities, and that costs are kept within budgets, providing a monthly financial summary to the PAP co-ordination office and quarterly analysis of trends. • Provide regular, consistently high quality reports on programme and projects, ensuring that proper monitoring is included in all work. • Ensure effective staff security procedures and draw up special security guidelines in the event of serious security risk.
Communicating Oxfam's work and contributing to the regional programme:
• Manage Oxfam GB's contribution to Oxfam International's work, represent and develop good relationships with official authorities and other agencies, be proactive in ensuring that Oxfam develops and maintains a positive profile. • Identify and conduct impact assessment initiatives and ensure effective communications about programme impact with stakeholders within and outside Oxfam • Actively participate in developing and implementing a regional programme, including participation in SCO teams. To keep informed of relevant programme issues in the Programme and to contribute to wider programme learning.
Staff Management
• Effective and appropriate management all direct reports, including Programme Managers and Programme Administrator. • Actively and deliberately improve the capacity of direct reports through coaching, mentoring, performance feedback and formal performance management. • Provide clear and accurate information and resources when delegating tasks. • Encourage fellowship within team and offer opportunities for development and training as part of the annual cycle of objective setting. . Essential Skills and Competences:
Achieving Results: • Proven ability to work creatively, innovatively and effectively to make decisions with limited direct supervision. • Proven experience of programme or complex management including managing budgets of the programme. This is to include proven financial management skills. • Proven experience of programme development including experience of humanitarian work. This should include a mature understanding of relevant issues derived from field experience, in both in relief and development. • Demonstrable experience in humanitarian response in a complex situation, with proven ability to link humanitarian response to longer-term development goals • First degree or equivalent in a relevant discipline (preferably economics, politics, sociology, humanities) or substantial experience. Thinking and understanding:
• Good understanding of community development issues, with experience of/or ability to work directly with local NGOs or communities in one or more of the following issues: income generation / health / disability / gender and of how this may link to Oxfam's objectives within the programme and in the region, as well as in the use of impact assessment to inform programme development choices. • Proven analytical skills and ability to think strategically for programme design and to implement the approach. • Knowledge and experience of promoting gender equity, and an active commitment to promoting the interests of marginalised people in all aspects of Oxfam GB's work.
Working effectively with others:
• High-level interpersonal, influencing and communications skills. • Fluency in spoken and written English. • Ability to effectively influence and liaise with high profile key stakeholders such as local authorities, military etc on behalf of and inline with Oxfam GB's organisational beliefs. Leading others:
• Proven evidence of leadership skills including challenging, motivating and developing a team through periods of change. • Proven experience of people management. • Ability to work with others to develop vision into strategy and communicating and influencing this to a wider audience.
Desirable Skills and Competences:
• Masters degree in a relevant discipline (preferably economics, politics, sociology, humanities) or substantial experience. • Knowledge of Ethiopia (or programme area) in terms of its political, economic and social trends plus a good understanding of the key development and humanitarian issues in the region.
Other:
• Ability to travel to remote areas in the project and across the Ethiopia Programme.
