ASEAN+3 MACROECONOMIC RESEARCH OFFICE (AMRO)
ECONOMIST / BUDGET, HR & COORDINATION OFFICER / LEGAL OFFICER / SENIOR COORDINATION OFFICER

AMRO, located in Singapore, was established in April 2011 by ASEAN+3 Finance Ministries and Central Banks to (a) conduct macroeconomic and financial surveillance of the members, (b) provide the members with policy recommendations to mitigate economic and financial risks, and (c) assist the members if they are utilising financial resources of the Chiang Mai Initiative Multilateralisation (CMIM).

AMRO is looking for 5 Economists, 1 Budget, HR & Coordination Officer,
1 Legal Officer, and 1 Senior Coordination Officer, starting from early 2012 (three-year fixed term, to be extendable at the discretion of AMRO Director).

*** Job Description ***

1. ECONOMIST
Economist will, under the supervision of Senior Economist, conduct economic and financial surveillance of ASEAN+3 members focusing on the CMIM related issues. It entails field missions, quarterly economic reporting, preparing policy recommendations, and database development. The candidate should possess an advanced degree in Economics, Finance or related areas, ideally Ph.D., and deep understanding of the economic and financial situations in ASEAN+3.

2. BUDGET, HUMAN RESOURCES & COORDINATION OFFICER
Budget, Human Resources & Coordination Officer will (a) prepare and execute budget, (b) observe and strengthen financial rules and procedures, (c) undertake HR work (including use of outsourcing), and (d) assist Senior Coordination Officer for his/her coordination work. The candidate should have deep understanding of accounting rules and standards and HR expertise.

3. LEGAL OFFICER
Legal Officer will (a) monitor the compliance of ASEAN+3 members with the CMIM Agreement, (b) administer AMRO’s constitutive documents, (c) ensure AMRO’s observance of domestic laws, (d) develop internal regulations, and (e) study and prepare for establishing a supranational organisation. The candidate should have a wide legal expertise and, ideally, knowledge about supranational organisations.

4. SENIOR COORDINATION OFFICER
Senior Coordination Officer will (a) undertake AMRO’s Public Relations, (b) coordinate with ASEAN+3 authorities (including the Host Country authorities), (c) cooperate with other international organisations, and (d) organise AMRO’s Advisory Panel meeting. The candidate should have extensive knowledge, experiences and human network for ASEAN+3 financial cooperation.

The candidate should possess: (i) an advanced degree in Economics, Finance, Business Administration, Laws or related fields from a reputable university; (ii) Excellent analytic skills in relevant areas; (iii) At least 5 years (or 10 years for Senior Coordination Officer) of relevant working experiences; (iv) Excellent oral and written communication skills in English; and (v) a nationality of ASEAN+3 countries.
