Background:
Mercy Corps leads humanitarian assistance and recovery efforts in areas affected by Sudan’s 21-year civil war - the same areas where today’s peace is most fragile. Mercy Corps’ goal in South Sudan is to support the transition to a fair and lasting peace. The team is working hand in hand with communities to facilitate the transition from relief assistance to development. Our recovery projects improve the capacity of communities to accommodate returnees from Sudan and pave the way for their peaceful reintegration.
Mercy Corps targets Unity State which has the highest rate of internally displaced population (IDP) returnees from North Sudan to improve market-based livelihoods, generate employment, accelerate economic growth and promote peaceful re-integration. The proposed activities assist 9,475 individuals through strengthened horticultural production, investments in youth employment and entrepreneurship, diversified livelihoods and increased access to community-based savings and credit. The project targets returnees from North Sudan as well as long term residents and marginalized groups in order to foster a community sense of ownership and mitigate conflict over resources.
Based on learning from Mercy Corps’ economic recovery and development programs in (previously) Southern Sudan, and the need expressed by beneficiaries for adequate, relevant and easy-to-understand entrepreneurial skills training, both direct and in-direct, Mercy Corps has currently included this SIYB training as part of the skills development for beneficiaries under its current OFDA funded project, in Unity State for its program staff facilitating implementation of ERD programs, through learning from a SIYB TOT course.
Scope of Work:
The immediate objectives of the SIYB TOT are:
• To build the capacity of Mercy Corps South Sudan program staff and State Government Ministry officers in improved delivery of business development services and trainings for program beneficiaries;
• To facilitate standardization of Business Development trainings within MC ERD programs on enterprise promotion and development.
Implementation of programs after SIYB TOT:
Mercy Corps South Sudan has been implementing community managed micro finance programs (VSL), with reported successes in Abyei area and Upper Nile. These successes are currently being replicated into other program areas, with a view to improving personal financial management within communities. This helps to promote a culture of savings, mobilization of social capital, and faster building up of household asset bases.
The SIYB skills and knowledge will be integrated with this VSL program, to effectively complete ERD Enterprise promotion and development programming. Entrepreneurship trainings will be done with VSL group members by trained program staff and some selected local entrepreneurs, with a view to encourage new entrepreneurs to begin small businesses, and existing ones to grow their businesses, and create more jobs.
There will also be business plan competitions in program areas, after beneficiaries have been trained.
Deliverables:
The consultant is expected to accomplish the following:
a) Develop a work plan and training plans.
The training plan has must be prepared in advance approve by the Project Manager. This should include dates, required resources, and technical topics to be learned.
b) Training Materials
The consultant should bring relevant SIYB background literature and to remain with the Economic Recovery and Development country program, with guidelines on how to effectively use with beneficiaries. The consultant should also recommend any other important literature material that would further support this initiative.
c) Prepare and Conduct TOT Training
Training undertaken for 15-25 participants. The training must cover all key topics under the SIYB program.
d) Reporting and Follow up
The consultant must write a comprehensive report after the training, highlighting areas of gap that need strict follow on and how that can be done. The consultancy requires the design of a follow-up program, especially to monitor the trained trainers for their effective delivery of trainings to entrepreneurs.
e) Gender, HIV-AIDS and conflict mitigation
The consultant should be concerned with how HIV-AIDS, gender issues, and the peaceful re-integration of a large number of returnees and local host populations are to be integrated within this SIYB program. These cross-cutting themes should be communicated as part of the SIYB TOT.
Immediate target group for SIYB TOT:
MC South Sudan project staff (Urban Livelihood Project Officers, Horticulture and Market Development Project Officers, VSLA Project Officers).
Selected group of entrepreneurs (existing and potential) with fair command of the English language.
State government officers: Ministry of Finance, Agriculture, Commerce (or equivalent), Cooperative Development, Women’s League representatives.
Background and Qualifications Required
The potential candidate should possess the following:
• SIYB Master Trainer and experience with the ILO SIYB program;
• At least 5 years experience in facilitating SIYB TOTs with subsequent monitoring of TOT participants;
• International experience facilitating SIYB trainings. Previous experience in various African countries, with recorded levels of success is desirable;
• Familiarity with the local economic environment of Sudan and East Africa is an advantage;
• Impeccable communication skills, especially with adult learners and semi-illiterate participants;
• An understanding of Arabic language is preferred.
