STAFF SECURITY COORDINATOR

The Resettlement Support Center (RSC) operates a US refugee resettlement program in sub-Saharan Africa through a Cooperative Agreement with the Department of State/Bureau of Population, Refugees and Migration. RSC is responsible for the preparation of refugee case files for adjudication by Citizenship and Immigration Services (CIS) officers, as well as the out-processing and cultural orientation of all approved cases. RSC is administered by the Church World Service Immigration and Refugee Program (CWS/IRP) and is based in Nairobi, Kenya.
RSC seeks a qualified individual for the position of Staff Security Coordinator.
Position Description:
This position is responsible for developing and ensuring the systematic application of safety and security policies for all RSC operations, including its work at the RSC office in Nairobi, regular field operations in Dadaab, Kenya, and periodic site operations in more than 25 countries in Sub Saharan Africa. The Staff Security Coordinator will -advise RSC management in developing and applying security procedures, and support field teams to conduct their activities in a secure manner.
This position will report to the RSC Director and work closely with the Deputy Director for Operations and the Field Team Manager.
Primary Responsibilities:
- Develop and monitor implementation of safety and security procedures for both field teams and staff working in Nairobi, using existing CWS and RSC security manuals as a baseline.
- Monitor and report on security conditions in countries where RSC operates, assess threats to field teams, and provide staff advice to manage risk.
- Review and audit work by RSC field teams and assist RSC to systematize its communications with staff security in mind.
- Conduct periodic field audits of security conditions and implementation of security procedures.
- Develop and review contingency plans for emergency relocation and evacuation.
- Train all new staff on safety and security procedures and provide periodic refresher training to existing staff.
- Ensure that RSC permanent offices are MOSS compliant, and that field operations move toward MOSS compliance; report on MOSS shortfalls where they exist.
- Serve as a focal point for communications with deployed field team staff on security matters.
- Strengthen relationships with security actors, particularly IOM and UNCHR, and work within and/or develop networks for coordination and exchange of security information.
- Maintain contacts with local government and law enforcement in Nairobi on staff safety and office security.
- Ensure protection of RSC physical assets with implementation of appropriate and effective site security measures.
- Encourage a culture of security awareness and prudent risk assessment.
- Logging and reporting of all safety and security incidents.
- Communicate regularly with CWS Global Security Advisors based in Europe to exchange information, including on emerging trends and risks facing humanitarian workers, and catalogue good staff security practices.
- Serve as focal point for RSC response to security emergencies, including liaison with CWS Global Security Advisors and headquarters staff in US.
REQUIREMENTS
- At least 3-5 years of international security management experience, preferably with an NGO or humanitarian agency in Sub-Saharan Africa.
- Ability to influence and negotiate with internal and external actors, particularly in complex and/or stressful environments.
- Experience conducting security risk assessments.
- Ability to provide high quality security and safety training, and ongoing advice and guidance, to staff members.
- Experience developing and implementing organizational safety and security procedures.
- Ability to manage activities remotely and support field teams working in challenging security environments.
- Experience coordinating response to security emergencies.
- Demonstrated knowledge of MOSS and other international NGO security frameworks.
- Experience interacting with a wide range of organizations, including UN and government agencies.
- Ability to work flexibly and to remain calm in demanding situations.
- Willingness to travel and to work in difficult environments.
- Educated to University standard, preferably with a degree in a security, humanitarian or development-related discipline.
- Sensitivity to gender and cultural issues with the ability to work in a multi-cultural environment.
- Excellent communications skills, with fluency in written and spoken English; working knowledge of French or Arabic is also desirable.
- Ability to conduct oneself in a professional and courteous manner to represent the best interests of RSC and CWS/IRP.
- Ability to follow directions and implement policies and procedures from Supervisor with a positive and receptive attitude.
- Ability to contribute to a team effort to implement the U.S. Government Operational Refugee Processing Program in Africa.
