South Sudan Senior Resident Rainwater Harvesting Engineer

The Senior Resident Engineer will be responsible for in-the-field supervision of Pact’s rainwater harvesting projects in multiple locations throughout South Sudan, currently funded under the Sudan Recovery Fund (SRF). The Senior Resident Engineer will supervise contractors and partner organizations to ensure that the projects are designed and executed in a technically sound and cost-effective manner, providing technical input at the planning, implementation, and monitoring phases. The Senior Resident Engineer will facilitate the work of partner organizations and closely liaise with Ministry of Water Resources and Irrigation, State Directorates of Water and Sanitation, and local authorities in project areas to promote understanding of the project on the part of all stakeholders. He will also verify the reporting of implementing partner organizations as needed and make timely recommendations for any necessary remedial action to ensure that projects are fully functional and sound.

Background Pact Country program has been implementing Peace advocacy capacity building and water intervention programs in Southern Sudan since 2002. These interventions focused on community’s peace reconciliation advocacy as well as intervention on water Environmental & Sanitation and hygiene promotion program. The process of peace developmental interventions program forms part of the overall response to relieve poverty and suffering of the people in Southern Sudan.

The overall aim of Pact’s work in South Sudan lies in enhancing the capacity of peaceful communities as a building block for enhanced community participation in the consolidation of peace and stability. Pact’s strategies in achieving this target include reduction of vulnerability of the communities, increasing self-reliance in water development at the community level and increasing awareness in health, hygiene and sanitation issues among the beneficiary communities.

Responsibilities and Tasks The Senior Resident Rainwater Harvesting Engineer will have the following responsibilities:

General: • Overall in-field supervision of WRAPP’s haffir (water pans) construction in Warrap and Eastern Equatoria States financed under South Sudan Recovery Fund (SSRF). • 80% of the time will be spent on-site in Tonj East in Warrap State and Kapoeta North and Kapoeta East in Eastern Equatoria State, providing site-specific supervision and support to contractors and partner organizations. • Assist the WASH Technical Manager, Field Project Manager and WRAPP Program Manager in soliciting and reviewing haffir proposals, with particular attention paid to soundness of design, proposed implementation plans, schedules, budgets, etc. • Coordinate with WRAPP Field Project Manager, WRAPP Project Officer, and CDOs to ensure a high level of understanding with WRAPP staff about the various rainwater harvesting projects; provide technical information, training, advice, etc. to WRAPP staff as needed to facilitate their role(s) in monitoring and reporting on rainwater harvesting projects. • Be Pact’s main representative in all dialogue with State and national Governments regarding Pact’s rainwater harvesting projects

Project Implementation Technical Support, Training, Monitoring, and Reporting: • Coordinate with the WASH Technical Manager in the selection, procurement, monitoring and evaluation of all works related to haffir construction. • Coordinate regular joint monitoring/supervision activities with Ministry of Water Resources and Irrigation (MWRI), State Directorate of Water and Sanitation (DWS) and county department of water and sanitation. • During the construction phase, provide on-site community training, monitoring, and/or technical support to ensure proper execution of projects. • Provide regular reports to the WRAPP Program Manager documenting the progress of the work, completed with descriptive narrative, analysis, photographs, etc. in electronic format; this report will also include any issues for remedial action or immediate follow-up. • Keep a daily Project log of all major activities connected with the SRF-funded work. • Maintain regular communication with the WASH Technical Manager concerning activities and progress of rainwater harvesting projects, particularly where management decisions or logistical matters require urgent attention. • In the case that remedial action is necessary, prepare an action plan, detailing both the problem(s) and most effective means of ensuring the project is sound at completion. • Provide capacity building to national and State level Government staff from Ministry of Water Resources and Irrigation on best international practises on rain water harvesting and storage. • Maintain organized and systematic files with information, documents, reports, etc. pertaining to each rainwater harvesting project.

Expected Output The Senior Resident Rainwater Harvesting Engineer will be expected to meet the following expectations, among others: • Input to rainwater harvesting project strategies and plans, including critical review of proposed projects. • Implementation plans specific to each rainwater harvesting local implementing partner and project. • Project log for each rainwater harvesting project site. • Training materials as necessary, tailored to each project site and local implementing partner. • Comprehensive regular rainwater harvesting reports. • Timely remedial action recommendation reports, in the event that problems arise with any project. • Regular and timely communication with the WASH Technical Manager and/or WRAPP Program Manager. • Constant liaison with the WRAPP Program Administrative Assistant and Project Officer. • Prepare as-built designs/drawings for the rainwater harvesting structures

Desired Skills and Qualifications The Senior Resident Rainwater Harvesting Engineer will possess the following minimum desired skills and qualifications: • At least 10 years of progressive work experience implementing/managing major rainwater harvesting projects, preferably in a context of arid environment, pastoral areas and community development in Africa • Demonstrable technical expertise in rainwater harvesting technologies and design, including construction and the delivery of practical, hands-on training • Have a minimum educational level of MSc. in water, civil or environmental engineering. • Ability to effectively produce as built-drawings • Possess computer skills (word processors, spreadsheet, database, CAD and any other relevant softwares used in water engineering), practical experience in the use of electronic communications including bushmail, HF and VHF radios (email, internet, etc) • Willingness to work extended periods in harsh conditions in the field under pressure. • Proven leadership, management, communication, inter-personal, decision making and analytical skills. • Contribute in preparation of quarterly donor and government reports in collaboration with HQ staff • Strong mentoring skills to develop the capacity of the national staff and Government counterparts • Registration with an international reputable engineering body.
