OVERALL OBJECTIVE
The Operations Manager will oversee the support services for the DR Somalia programme and will be under the supervision and direction of Deputy Country Director. Responsible for the overall quality of country programme admin, logs, and HR systems with strong links with the regional finance team that supports DRC Somalia.
BACKGROUND
The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. DRC aims at integrating its Somalia activities within a wider regional mixed migration programme, comprising the existing programmes in Kenya, Somalia (South Central, Puntland and Somaliland), Ethiopia and Yemen. DRC Somalia programme operates within a regional framework (East Africa and the Horn) and incorporates three major components namely, long term community driven development, emergency urban/rural humanitarian interventions and protection/advocacy.
DRC Somalia implements both emergency and longer-term interventions targeted to the development of the economic and institutional capacities of selected communities in rural and semi-urban districts affected by displacement. Internally displaced people, returnees and other groups who are living in settlements in abject poverty and with considerable protection gaps are assisted though emergency humanitarian interventions in water and sanitation as well as through livelihood and protection activities. DRC advocates through traditional leaders for increased respect for international human rights, particularly for the increased respect of the rights of displaced people, refugees, migrants, women and children. An integral part of the advocacy programme is conflict resolution between disputing clans through traditional mechanisms.
Recognising the link between protection, security and livelihood opportunities, DRC Somalia will increasingly be focusing on community empowerment and mobilisation –to enable them to freely exercise their rights to decide on the design, implementation and evaluation of their own development projects.
KEY RESPONSIBILITIES
Operations and systems
• Manage all aspects of logistics, finances, procurement, and human relations for DRC Somalia programme
• Lead large procurement processes for contractors and services
• Provide budget management and planning for Somalia programme
• Lead the development and/or revision, implementation and compliance of operational policies and procedures for the Somalia programme, including administration, logistics, finance and human resources
• Ensure all processes related to DRC organizational policies and governmental requirements are adhered to
• Assist the Country director in management and planning of budgets and ensuring all financial report requirements are met including donor guidelines and compliance with donor requirements
• Collaborate and consult with national authorities, INGOs, and community leaders as necessary
• Participate in specific interagency meetings related to operations and security on a regular basis
Capacity building and technical support
• Assess needs and identify issues/gaps and prioritise timely practical actions to respond to particular operational issues.
• Develop technical skills of logistics, procurement, administrative, and human resource staff
• Ensure all processes related to DRC organizational policies and governmental requirements are adhered to
QUALIFICATIONS
• University or higher degree in relevant discipline
• At least 5 years senior management experience with international humanitarian organizations in operations, logistics, procurement, finance or HR/Admin.
• Extensive budget management experience in programmes with multiple donors and currencies
• Broad experience in all dimensions of operations (admin, logs, finance, HR)
• Experience in procurement compliance
• Excellent communication skills (oral & written) in English
• Experience in training and capacity building national staff
• Possess strong analytical and conceptual skills
• High sense of responsibility and excellent organisational, planning and time management skills
• Energetic, flexible and willing to work irregular hours
• A pro-active team player with the ability to achieve results and to mentor and develop staff
• Good command of computer programs and applications with significant capabilities in computerized database and spreadsheet construction, and their practical application.
REPORTING ARRANGEMENTS The Deputy Country Director, Somalia will supervise the Operations Manager.
OTHER
• Ability and willingness to travel to field sites frequently
• Skilled in human resources management and leadership development
• Experience working in Somalia or in cross-cultural situations with political and cultural environment similar to Somalia
CONDITIONS
Availability: 1 December 2011
Duty station: Hargeisa, Somaliland with travel to the field to field programmes in Somaliland, Puntland and Somalia. Non family duty station subject to Rest & Recreation in accordance with R&R policy.
Contract: Annual contract with possibility of extension. Salary and other conditions in accordance with the Danish Refugee Council’s Terms of Employment for Field Recruited Expatriates or National staff as relevant
