Org. Setting and Reporting
This post is located in the United Nations Economic Commission for Africa (UNECA), Sub-Regional Office for Eastern Africa (SRO-EA) in Kigali, Rwanda.
Responsibilities
Under the direct supervision of the Chief of the Macroeconomic and Social Policy Analysis Cluster and overall guidance of the Director of the Sub-Regional Office for Eastern Africa (SRO-EA), the Social Affairs Officer (Gender) is responsible for the following duties:
Gender and Socio-economic Analysis: Propose, design and carry out substantive work on gender and socio-economic and related issues (e.g. women empowerment, gender analysis and gender mainstreaming , youth, migration, demographic trends, and social inclusion and safety) at global, regional and national levels; assess implications and develop proposals with respect to gender, social development and social welfare policies and interventions. follow-up on the implementation of international and regional conventions and plans of action, especially the Beijing Platform for Action and the Convention on Elimination of Discrimination on Women (CEDAW); liaise and partner with other experts in the field (e.g. governments, research institutes, academia, other international organizations, etc.) to discuss issues related to gender and social development , exchange views on latest findings, policy guidelines, new models of development, etc; plan, organize and provide substantial servicing to ad-hoc expert group meetings, conferences, seminars, workshops, etc. to include identification and selection of participants, development of background documentation, preparation of reports, documents, policy recommendations and analytical briefs based on the outcome of such meetings; prepare a variety of studies, reports, background papers, parliamentary documentation, etc. on a wide range of gender and social development and related issues.
Intergovernmental Support: Provide substantive support on gender and social issues to intergovernmental bodies (such as the Intergovernmental Committee of Experts (ICE) of SRO-ECA, ECA annual Conference of Ministers, etc.); represent SRO-EA at international, regional and national meetings; and organise panels, round tables, etc. on gender and social development issues for intergovernmental processes.
Technical Cooperation: Provide technical assistance to governments, Regional Economic Communities and other bodies in the formulation and implementation of policies and programmes related to gender and socio-economic development; Design, monitor, backstop and assess the implementation of technical cooperation programmes and projects; undertake missions to member states, either alone or as a member in a diverse team, as part of the Organization's technical cooperation activities and/or in support of the work programme; prepare global, regional, national or sectoral analyses that provide a basis for advising national governments on gender and social development issues; conduct training seminars and workshops for government officials and others; and formulate technical modalities for the evaluation of individual technical cooperation projects.
General: Participate in the planning and preparation of unit strategic framework, budget and work programme and in the administration of the day-to-day operations of the unit; prepare media kits and facilitate online discussions on key and emerging topics on gender and social development ; guide and/or mentor and supervise the work of junior officers; prepare statements on gender and social issues for SRO-EA, as required; and perform other duties as required.
Competencies
PROFESSIONALISM: Sound knowledge and proven expertise on gender and social development issues as they relate to policy analysis and formulation, design of development strategies, capacity building, knowledge generation and consensus building; ability to undertake normative work and produce reports and papers on social development with focus on gender and social development issues; facility with modern techniques of analyzing gender and social phenomena; In-depth knowledge of relevant institutional mandates, policies and guidelines pertaining to gender and social development issues. Sound knowledge of the institutions of the UN system is an advantage. Ability to use sound judgment in applying technical expertise to resolve a wide range of complex issues/problems; Ability to relate socio-economic issues, trends and perspectives, including gender issues, to social development initiatives/programmes in affected sub-region; Shows pride in work and in achievements; Is conscientious and efficient in meeting commitments, observing deadlines and achieving results; Is motivated by professional rather than personal concerns; Shows persistence when faced with difficult problems or challenges; Remains calm in stressful situations; Takes responsibility for incorporating gender perspective s and ensuring the equal participation of women and men in all areas of work.

Education
Advanced university degree (Master's degree or equivalent) in sociology, economics, other social science or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible experience in socio economic development, policy analysis, sociological research or related area. Exposure to regional integration issues is required. Experience with international technical cooperation projects and significant experience in the application of principles and concepts of gender and socio-economic development in relation to government, the private sector, civil society and international organizations is an asset.
Languages
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
