Specific Duties and Responsibilities:
A. Leadership and Management • Ensure high-quality programming through technical guidance and leadership that is grounded in the program’s strategic objectives and adheres to expected technical quality and reporting requirements; responsible for development of evidence based programming and ensuring feed back into appropriate policy discussions •
• Provide technical and managerial leadership to technical managers, the program advisor, and M&E staff • Support the CoP with the program's strategic, financial, and operational planning (including the annual work planning process and development of an appropriate exit strategy) • Ensure coordination and integration of complementary OVC programs and activities implemented by Pact Tanzania aimed at transitioning from a program focus of targeted support to OVC to a broader community-based child protection program. • Foster and manage partnerships with international and Tanzanian partners • Provide overall coordination of the institutional organizational and technical capacity building of local and other key stakeholders
B. Program development • Ensure Pact’s program meets the established goal and objectives and planned outputs and outcomes, and that these results are documented • Build on existing body of analysis to inform programs as well as Pact contributions to sector consultative and coordination mechanisms • Ensure that Pact continues to build programs based on strategic analysis of the Tanzanian context • Establish and maintain working relationships with the other technical departments in Tanzania as a base for building/maintaining/expanding a sustainable country and regional program
C. Knowledge Management • Continue Pact’s practice of sound analysis • Ensure that the most updated information regarding the programs is shared via the designated mechanisms: any databases, the web page, and relevant reports • Facilitate and/or participate in learning communities and task forces • Document methodologies and results that can inform the wider Pact community (such as evaluation documents, consultant reports, workshop reports, etc.) • Review relevant reports, evaluations, and other internal and external resources (including the tacit knowledge of individuals) as necessary to utilize Pact expertise and experience for improving program implementation • Ensure a response to information requests from colleagues and HQ in a timely manner
Qualifications: • Experience in a technical role for a complex or national program involving multiple actors • Strong demonstrated program management and oversight experience • Strong understanding of OVC programming and implementation • Solid understanding of M&E and Knowledge Management • A good team player, leader and mentor • Ability and sensitivity to interact effectively cross-culturally • Ability and availability to periodically travel in country to visit projects and programs, and occasionally travel out of country • Excellent oral and written communications skills • Ability to perform and prioritize multiple tasks • Proficiency in word processing, spreadsheets and database skills • Fluency in English required; knowledge of Kiswahili preferred
Education and Experience Requirements: • Master’s degree in public health, social work, or related field or equivalent experience required. • Minimum six years of relevant experience managing or providing technical leadership to a large donor-funded, child-focused program • Prior knowledge of and experience with USAID-funded health programs, including PEPFAR experience preferred • Demonstrated experience with large grant-making programs and working with local partner organizations • Extensive knowledge of OVC, HIV and health issues in Africa; Tanzania-specific knowledge preferred
• Senior and sustained experience in OVC implementation and management. • Strong understanding of the Nigerian context; Nigeria experience preferred
